The role of the private economy in President Ho Chi Minh's vision
80 years ago, after the independence day, President Ho Chi Minh, the Central Committee of the Party and the Government led the entire nation to fight and defend the country. In a letter to the Vietnamese Industry and Trade community on October 13, 1945, President Ho Chi Minh wrote:
While other sectors of the nation are working to gain complete independence of the country, the Industry - Trade sector must work to build a strong and prosperous economy and finance. The Government, the People and I will wholeheartedly help the Industry - Trade sector in this construction work.
The person emphasized that a prosperous national economy means the business of prosperous industrialists and traders and hoped that everyone would contribute capital to do national benefits.
On April 11, 4, 4, President Ho Chi Minh clearly stated the glorious cause of building the country and called on: "Farmers and farmers should enthusiastically work together to build that nation".
In particular, in 12, in his work " Political regular", President Ho Chi Minh analyzed the economic components in Vietnam such as the state-owned economy, cooperative economy, state capital economy, individual economy of farmers, and private capital economy.
The private capitalist economy: "They exploit workers but at the same time they also contribute to the construction of the economy" - President Ho Chi Minh stated the Party and the Government's economic policy: “The public is beneficial. The state economy is the foundation. It is the foundation and leadership of the new democratic economy. Therefore, we have to develop it and our people have to support it. National capital and personal economy of farmers and technology. It is also the necessary force for the country's economy.

Eliminate prejudice
Although the thinking and views of President Ho Chi Minh and the Party in the early stages of national establishment must be admitted that, in some periods of history, the role of the private economy was overlooked, disregarded in the awareness of many officials and people. Phrases such as "merchants", "faction", "gonorrhea production" ... in previous years of renovation became one of the major barriers to the private economy.
At the 6th Congress in 1986, General Secretary Nguyen Van Linh said: "The first thing that needs to be innovated is to innovate thinking", one of the contents of which is to innovate thinking about the private economy.
However, changing prejudices is a long journey. Even recently, even if the private economy has made great contributions to the country's economy, the concept of "in private hands" is still the most frightening prejudice in the phrase "economic development". Especially assigning private and private projects to participate in public investment projects.
Mr. Pham Phu Ngoc Trai - a businessman, a famous business administrator once had to say: "Calling for opportunities for private enterprises to participate in public investment is probably not only because the disbursement will be faster, the project will soon be put into operation, but the investment efficiency of private capital flows as well as the contributions of the private economy to the overall development of the Vietnamese economy".
However, Mr. Trai admitted that the " giving - giving" thinking and inequality in the relationship between the State and private enterprises still exist.
Handing over a large project to the "Vietnamese big bang"
The two Resolutions 66 and 68 were issued, especially Resolution 68, which is considered to open the way for the development of Vietnam's private economy, truly becoming "the most important driving force of the national economy".
Discussing this issue, according to Mr. Tran Duc Tien - Chairman of the Board of Directors of Vinh Hung Trading, Consulting and Construction Joint Stock Company, said: “There have been open points in the process of developing the private economy, especially for private participation in key projects that everyone has thought that the State or foreign countries have just done. I am for example Trong. Even Vinh Hung is ready to participate in the project if he is trusted and has the opportunity to bid.
Most recently, the story of VinSpeed - a rookie in the transportation sector - proposing to invest and exploit the North-South Expressway project also faced some opinions, doubts about loan sources, and even opinions that "gold land" for real estate development is the real driving force for participating in this project.
It must be affirmed that most of the opinions and doubts about VinSpeed's investment purpose stem from prejudices about private enterprises. Finally, Ms. Dao Thuy Van - Deputy General Director of VinSpeed High-speed Railway Investment and Development Joint Stock Company - had to speak up to affirm: "This is a dedicated project, not a for-profit project".
Of course, the appraisal process must be in accordance with the order and provisions of law. It is necessary to understand the viewpoint throughout the Resolution 68, as well as the resolutions of the National Assembly and the Government is "ready to create favorable conditions, encourage the private economy to develop in all sectors and fields that the law does not prohibit to create momentum for the overall development of the economy" rather than easy and compromised with the mistakes of the private economy.
Eliminate prejudice, create mechanisms and support for private development, which is to build a group for the "Vietnamese big band" in their homeland.
Finding solutions to have 2,000,000 private enterprises by 2030
On the morning of May 16, the National Assembly discussed in the hall the draft Resolution of the National Assembly on mechanisms and policies for private economic development.
Delegate Tran Hoang Ngan (Ho Chi Minh City) highly appreciated the efforts of the National Assembly Standing Committee and the Government to promptly institutionalize the Party's policies and Resolution No. 68-NQ/TW of the Politburo on private economic development.
The delegate emphasized that this Resolution is of special significance as the country is accelerating its development into a new era. The private sector accounts for 51% of GDP, contributing 40% of total state budget revenue, so it needs many special support mechanisms to promote its role as the most important driving force by 2030.
The draft Resolution sets a target of having 2 million enterprises by 2030, and the delegate said that to achieve this goal, there must be special solutions. Currently, the whole country only increases about 30,000 - 40,000 enterprises per year, so in order to reach 2,000,000 enterprises in 5 years, there must be a policy to support individual business households to become enterprises. Along with that, it is necessary to improve and expand larger-scale enterprises.
"To be independent and self-sufficient in the economy, the private sector must grow strongly; therefore, there should be provisions to encourage localities to create clean land for the private economic sector" - delegate Tran Hoang Ngan said.
