According to Ninh Binh province's assessment, Ninh Binh Thermal Power Plant was built and put into operation the first unit in 1974. Currently, the technology is old, outdated, the capacity is small, the operation of the port and the output lines affect the landscape, architecture, and urban planning of Ninh Binh.
Ninh Binh province has proposed to Vietnam Electricity Group to have a roadmap to soon stop the operation of Ninh Binh Thermal Power Plant to implement the general urban planning of Ninh Binh until 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1266/QD-TTg dated July 28, 2014.
On January 15, speaking with a reporter from Lao Dong Newspaper, a representative of the Ninh Binh Provincial People's Committee said that the Provincial People's Committee had worked with the Vietnam Electricity Group and requested that the group not continue to invest in upgrading the Ninh Binh Thermal Power Plant.
At the same time, consider and agree with the province on the plan to stop the operation of Ninh Binh Thermal Power Plant. Research and develop an LNG power project or a clean technology energy project in another location in the area to replace Ninh Binh Thermal Power Plant when it stops operating.
For power projects that are no longer suitable, it is recommended that Vietnam Electricity Group coordinate with Ninh Binh province to review and request the Ministry of Industry and Trade to consider removing them from the power planning and not implementing them to save investment costs and local land funds.
"Currently, the planning and plans for relocating Ninh Binh Thermal Power Plant have been fully supplemented. We have also discussed with the leaders of Ninh Binh Thermal Power Plant to urge and request to hire a law office to work with the Department of Industry and Trade, the Department of Planning and Investment of the province to establish the project and relocate as soon as possible" - said a representative of the Ninh Binh Provincial People's Committee.
Also according to the representative of the Ninh Binh Provincial People's Committee, the Prime Minister has issued Decision No. 1682/QD-TTg dated December 28, 2024 on approving the supplement and update of the plan to implement the National Power Development Plan for the period 2021 - 2030, with a vision to 2050. Accordingly, in Ninh Binh province, the Flexible Power Plant Project with a capacity of 300 MW will be implemented, the project implementation period is from 2026 - 2030. As expected, the project will be implemented in Kim Son district.
