The State Bank is seeking opinions to propose amendments to Decision 09/2024/QD-TTg in the direction of easing the mechanism for granting credit exceeding the limit for large and important projects in Hanoi. This content is built on the basis of Resolution 258/2025/QH15 of the National Assembly on piloting special mechanisms for key projects in the capital.
Accordingly, credit institutions may be considered for granting credit exceeding the ceiling for customers borrowing capital to implement projects of great socio-economic significance, which have been approved for investment policy by the People's Council or the Hanoi People's Committee.
This is an expansion compared to current regulations, which mainly apply to key sectors such as energy, transportation or projects decided by the National Assembly and the Prime Minister for investment policy.
Regarding the ceiling level, the limit for a customer to borrow is a maximum of 38% of the bank's equity. For customer groups and related persons, the ceiling level is 52%.
This proposal is much higher than the regulations in the Law on Credit Institutions (CIs) on credit limits. According to regulations, outstanding credit balances for one customer and related groups are controlled according to the bank's equity ratio. Currently, the Law on CIs in 2024 has stipulated in the direction of reducing credit limits for one customer, one customer and related persons until 2030, accordingly, this ratio is still 10% and 15% respectively.
In case customers have a large capital need to implement important and urgent projects, they can request credit beyond the limit.
In the recent past, the Prime Minister has allowed credit institutions to provide credit beyond the limit to implement many important and key national projects with great socio-economic significance such as: Son La Hydropower Project, Lai Chau Hydropower Project, Vinh Tan 4 Thermal Power Plant,... and most recently the Quang Trach 11 Thermal Power Plant Project.
Through review, the Quang Trach 1 Thermal Power Plant Project is a nationally important project approved by the Prime Minister with the largest maximum credit level exceeding the limit ever, with the maximum credit level exceeding the limit for EVN being 38% of equity, EVN and related persons being 52% of equity.
According to the SBV, the review of credit amounts exceeding the above limit is carried out very strictly, ensuring full compliance with the regulations in Decision 13/2018/QD-TTg and relevant legal regulations. Based on the above content, the SBV considers it necessary to have a maximum credit level threshold exceeding the limit for customers, customers and related persons approved to both create favorable conditions for businesses to mobilize capital to implement projects and capital needs for socio-economic development but must ensure safety.
As of December 31, 2025, the equity of some large commercial banks such as: Vietcombank, VietinBank is 222.722 billion VND and 229.177 billion VND respectively.
If applying the maximum credit level for one customer, one customer and related persons is 38% and 52% respectively, then the maximum credit level exceeding the limit for one customer is about 87,000 billion VND, for one customer and related persons is 110,000 billion VND.
In the process of drafting Resolution 258/2025/QH15, the Ministry of Finance gave opinions on a number of key projects of Hanoi city with a total investment of about 300,000 billion VND, borrowing demand of 85% (about 255,000 billion VND).
When applying a maximum credit level exceeding the limit of no more than 38% and 52% compared to regulations, the coordination of capital-contributed credit between commercial banks ensures meeting the capital needs for projects according to Resolution 258/2025/QH15.
