These 269 cases of taxpayers owing taxes are managed by the Thai Binh City - Vu Thu Regional Tax Department (under the Thai Binh Provincial Tax Department).
Previously, on November 29, the Tax Department of Thai Binh City - Vu Thu area issued Notice No. 16880/TB-CCTKV regarding the disclosure of information on taxpayers owing tax and other revenues to the State budget.
According to this announcement, as of October 31, 2024, at the Tax Department of Thai Binh City - Vu Thu area, there are still 269 taxpayers owing taxes and other revenues to the State budget, the total debt of these 269 cases is 838,454,743,129 (eight hundred thirty-eight billion, four hundred fifty-four million, seven hundred forty-three thousand, one hundred twenty-nine dong).
The reason the tax authority made the public announcement was because these 269 taxpayers "violated the provisions of Point a, Clause 1, Article 100 of the Law on Tax Administration No. 38/2019/QH14 and Point g, Clause 1, Article 29 of Decree 126/2020/ND-CP dated October 19, 2020 of the Government".

It is known that on November 8, 2024, Thai Binh Tax Department issued Document No. 6308/CTTBI-HKDCN confirming: Thang Long Import-Export Investment Joint Stock Company no longer owes any tax payable according to the Declaration File. Regarding land rent for Dragon Plaza Shopping Center Project in Phu Xuan Commune, Thai Binh City: Regarding payment for BT projects, based on the provisions of Article 6, Article 7 of Circular No. 183/2015/TT-BTC dated November 17, 2015 of the Ministry of Finance; Clause 3, Article 10 of the BT Contract signed between Thai Binh City People's Committee and Thang Long Import-Export Investment Joint Stock Company issued Document No. 775/CV-DRG dated June 23, 2023 to the Provincial People's Committee and relevant departments and branches regarding the above Project being a case of not having to pay land rent due to the lack of approved final settlement of the BT project. Regarding this content, the Tax Department has coordinated with the Department of Finance, the Department of Natural Resources and Environment, and the People's Committee of Thai Binh City, but so far they have not reached an agreement on the time to pay the difference. Accordingly, Thang Long Import-Export Investment Joint Stock Company does not owe land rent.
