On August 13, at a meeting to assess the implementation of the Growth Scenario for the third quarter of 2026, Chairman of Dien Bien Provincial People's Committee Le Van Luong requested units to focus on removing bottlenecks and ensure the completion of growth targets.
According to the Department of Finance, the target of added value in the third quarter of 2026 for the whole province at a comparable price in 2020 is 8,196.09 billion VND, an average of about 2,732 billion VND/month.
However, the estimated implementation in July, GRDP reached about 2, 151.95 billion VND, equal to 26.26% of the third quarter target and only equivalent to 78.77% of the monthly average required, lower than about 580 billion VND compared to the scenario.
Among the 20 economic sectors being monitored, 10 sectors achieved or exceeded the monthly average progress, and 10 sectors did not achieve it. The main shortage is concentrated in education and training, real estate, accommodation and catering services, healthcare and social assistance activities.
On the positive side, the agriculture, forestry and fishery sector reached 39.22% of the Q3 target. The industry and construction sector reached 34.33%, basically ensuring progress. Meanwhile, the service sector only reached 21.37% of the Q3 target.
The growth rate is also affected by a number of projects that are completing investment procedures, site clearance, land, environment, design and appraisal.
Some additional capital sources in June and July also need time to allocate and allocate capital before implementation.
Concluding the meeting, Chairman of the Provincial People's Committee Le Van Luong requested departments, branches, and localities to review all targets, develop specific solutions, and clearly identify the progress and time to complete each task.
In August and September, the province will determine the remaining value of each sector, clarify the source of growth from products, activities and projects; update regularly to promptly supplement growth sources, not waiting until the end of the quarter to determine the shortage level.
Regarding budget revenue, the Department of Agriculture and Environment is requested to coordinate with Dien Bien Phu ward to accelerate the issuance of Land Use Right Certificates to people.
The Department of Finance focuses on prioritizing capital sources for projects that have the potential to create growth momentum, while accelerating the disbursement of public investment capital.
