According to Decree No. 232/2025/ND-CP dated August 26, 2025 amending and supplementing a number of articles of Decree No. 24/2012/ND-CP dated April 3, 2012 of the Government on the management of gold trading activities, stipulating the Conditions for granting a Gold bar Production License as follows:
Article 11a. Conditions for granting a Gold bar Production License
1. Enterprises are considered by the State Bank for a Gold bar production license if they meet the following conditions:
a) Having a Business License to buy and sell gold bars;
b) Have a charter capital of VND 1,000 billion or more;
c) Not subject to administrative sanctions for gold trading activities or subject to administrative sanctions for gold trading activities but have completed remedial measures according to the Decision on administrative sanctions, recommendations with a deadline in the Inspection and Inspection Conclusion of competent state agencies (if any);
d) Having internal regulations on the production of gold bars including basic contents such as raw material import process; gold bar production process; production supervision process; product quality control process.
2. Commercial banks are considered by the State Bank for granting a Gold bar production license when meeting the following conditions:
a) Having a Business License to buy and sell gold bars;
b) Have a charter capital of VND50,000 billion or more;
c) Not subject to administrative sanctions for gold trading activities or subject to administrative sanctions for gold trading activities but have completed remedial measures according to the Decision on administrative sanctions, recommendations with a deadline in the Inspection and Inspection Conclusion of competent state agencies (if any);
d) Having internal regulations on the production of gold bars including basic contents such as raw material import process; gold bar production process; production supervision process; product quality control process.
3. The Governor of the State Bank stipulates the documents and procedures for granting a Gold bar Production License.
