From July 1, 2026, Decree 224/2026/ND-CP officially takes effect, regulating digital transformation support for small and medium-sized enterprises, cooperatives and business households.
For business households, the decree does not design a separate support mechanism but refers to implementation according to the law on mechanisms and policies for private economic development and relevant legal regulations.
Business households are entitled to support in accordance with the law.
Clause 4, Article 71 of Decree 224/2026/ND-CP stipulates that business households that meet the criteria in Clause 3, Article 70 are entitled to support according to the provisions of law on mechanisms and policies for private economic development and relevant laws.
Thus, Decree 224/2026/ND-CP does not specifically stipulate the contents of supporting digital transformation for business households, but refers to implementation according to the provisions of law on mechanisms and policies for private economic development and relevant legal regulations.
Forms of digital transformation support from July 1, 2026
According to Article 72 of Decree 224/2026/ND-CP, the support contents are implemented in accordance with the provisions of law on supporting small and medium-sized enterprises, law on cooperatives, law on science, technology and innovation, and law on mechanisms and policies for private economic development.
Article 72 of Decree 224/2026/ND-CP stipulates the forms of implementation of support for digital transformation support contents, including:
- Provide in-depth digital transformation assessment tools by industry and field of the Ministry of Science and Technology, including support, guidance, and recommendations for digital transformation according to appropriate digital transformation levels.
- Providing guidance materials, strategies, programs, and plans for digital transformation in industries and fields.
- Organize seminars and conferences on digital transformation.
- Provide lists and information about digital technology products and solutions, digital platforms, and artificial intelligence that have the potential to create digital transformation breakthroughs by industry and field.
- Organize programs and plans to popularize basic digital capacity and digital technology capacity.
Thus, from July 1, 2026, business households that meet the conditions according to regulations are not entitled to a separate digital transformation support mechanism according to Decree 224/2026/ND-CP, but are implemented according to the provisions of law on mechanisms and policies for private economic development and related laws. The implementation of digital transformation support forms is implemented according to the provisions of Article 72 of the decree.
