It cannot be said that there are absolutely no materials to implement projects, but the current supply is very limited. In addition, the prices of materials in the price announcement and the prices that businesses actually have to buy on the market differ very much.
This is an issue that needs to be resolved immediately, no need to continue "diagnosing" anymore because the manifestations of the "disease" are very clear and this "disease" has existed for a while now.
According to you, what is the main cause of this situation?
- The main reason is limited supply. Some mines are closed or stopped operating while demand is very large, leading to price differences.
Another very large reason is that the price in the dossier, the price according to the announcement of the state agency and the actual purchase price of businesses on the market differ too much.
Businesses still have to construct, implement projects and disburse according to schedule. If they have to buy materials at market prices much higher than the prices specified in the dossier, businesses will lose more and more.
So, what solutions do businesses propose to remove this bottleneck?
- Businesses can raise issues and propose solutions. Specific solutions are under the authority of management levels.
Any issues under the province's authority will be considered and resolved by the province; any contents under the authority of the Central Government need to be proposed to the Central Government. Management agencies must have grasped the issue.
From a business perspective, the overall desire is that the supply of materials must be more abundant; the price in the price announcement must be close to the market price. At that time, businesses will have conditions to implement projects without losses.

In addition to building materials, what bottlenecks do businesses still encounter, sir?
- Another bottleneck is land access. The time to resolve land procedures is still long; administrative procedures still have many obstacles.
Site clearance has always been a very difficult task. This is a long-standing issue and directly affects the project implementation progress of enterprises.
Another issue is the regulation on non-cash payments for expenses from 5 million VND or more. This is a legal regulation, but in the process of implementation, it causes difficulties for some businesses.
In addition, the fact that state agencies owe money to businesses is also a rather large bottleneck. Many investors who are state agencies still owe businesses through many periods.
Prolonged debts weaken businesses. There are debts that have gone through many generations of investors and many in-charge officials, so when businesses request resolution, it is very difficult to determine which agency or individual to work with.
There is a situation where businesses owing to state agencies are charged interest, but when state agencies or investors owe businesses, the payment is prolonged.
Are administrative procedures and dossier processing currently a major bottleneck, especially in the context of implementing the two-level local government model?
- Previously, the bottleneck of bottlenecks was institutions. Now, it can be reconsidered that institutions are no longer bottlenecks, the biggest bottleneck lies in the implementation stage and in the person directly handling the work.
Many officials directly handling dossiers have inconsistent perceptions and understandings. Regarding the same issue, one person views it in this way, and another person understands it in another way. The explanation and handling are not based on a unified standard.
This leads to the quality of advice for leaders and the decision-making process not being smooth. Dossiers are transferred back and forth, processed in circles, prolonging time.
