The construction site inspection took place on October 23, 2025 in Quang Ninh and Hung Yen.
The inspection was attended by leaders of EVNNPT's professional departments, the Southern Power Construction Project Management Board (SPMB), Power Transmission Company 1 (PTC1), and units participating in the project.

The project is invested by the National Power Transmission Corporation, the Southern Power Project Management Board is assigned to manage and operate the project. This is a level I, group C energy project implemented at the premises of existing 220kV Transformer Stations in the North.
The project has a main scale: The secondary power part will upgrade the old computer control system with an integrated control system according to IEC 61850 standards, in accordance with current regulations of EVN/EVNNPT; Replace AC and DC self-powered cabinets and add a monitoring system in accordance with current regulations; Equip new low-voltage cables for the barriers in accordance with the solution to replace the protective control cabinet after renovation; Carry out declaration of the computer system, test the equipment and SCADA system related to Upgrading and renovating the station protection control system.
Information section: New equipment of SCADA Firewall, FE/E1 equipment at 220kV substations.

The task of upgrading the protection control system to move 220kV substations to operate remotely is very important and must be completed in 2025 according to EVN's direction. EVNNPT Party Committee assigned to complete the latest possible relocation of remote operations of transformer stations implementing the project to upgrade the control computer control system in November 2025 and requested not to delay the project progress, affecting the relocation of 100% of 220kV substation.
After inspecting the construction site, listening to the project progress report of SPMB, PTC1 and the opinions of related units, EVNNPT Deputy General Director Bui Van Kien and EVNNPT Deputy General Director Luu Viet Tien acknowledged and commended the units for their efforts and sense of responsibility in the project implementation process. However, the construction progress at 05 transformer stations in the Northern region is not yet implemented and has not met the requirements.

EVNNPT leaders assigned SPMB: Request contractors to prepare and report the detailed progress of the project, build the implementation progress according to the method of deducting from the project completion milestone for each work item, each road section, each power cutting item.
Request contractors to increase human resources, resources and have solutions in accordance with regulations, ensuring the implementation in accordance with the approved detailed operational schedule. Organize construction on the principle of ensuring simultaneous construction at stations, at least 02 road sections at 01 transformer station. Proactively coordinate to resolve problems arising during the construction process between the parties.
Organize the acceptance of construction steps, construction items not related to power outage, to be completed before October 27, 2025. Arrange technical staff to be regularly present at the construction site, ensuring direction and supervision during the peak period of the project.
Every day, a meeting is held to adjust the project progress, identify problems to promptly handle them to ensure the completion of the project according to the schedule assigned by EVNNPT. Assess the progress and implementation capacity of each contractor and consider terminating the contract with the unit that does not meet the requirements (if necessary), absolutely do not let the project progress depend on the contractor.

EVNNPT leaders requested contractors: Arrange forces to be ready for construction, combined with a power outage schedule to carry out major repairs, and periodic testing of PTC1. During the implementation process, it is necessary to regularly inspect, supervise and comply with regulations on labor safety, environmental sanitation, approved construction organization plans and measures and instructions of the management and operation unit to ensure absolute safety during the construction process.
Supervisory consulting unit: Timely report to SPMB any problems or difficulties arising during the implementation process so that SPMB can review and direct timely resolution; Ensure sufficient supervision staff throughout the power outage process.
Regularly inspect and urge construction contractors to comply with regulations on labor safety, fire prevention and fighting and environmental protection throughout the construction process.
EVNNPT leaders assigned PTC1: Coordinate and support SPMB and other contractors to speed up the approval of the power cutting construction plan. Support coordination with the Northern Power System Control Center in power cutting for construction and issuing adjustment forms.
