According to information on October 10 from Vietnam Electricity Group (EVN), implementing the direction of the Ministry of Industry and Trade, EVN has completed the Project "Building a two-component electricity price system (capacity price and electricity price) and a roadmap for application to the Vietnam Electricity industry".
Accordingly, the Ministry of Industry and Trade agreed to the plan to implement the trial of two-component retail electricity prices (including capacity prices and electricity prices) on paper from October 2025. The subjects of application are groups of customers manufactured by EVN and its direct retail member units, with an average electricity consumption of 200,000kWh/month or more (average of the last 12 months).
The implementation of paper-based calculation testing with actual data aims to implement the policy of applying two-component electricity prices as stipulated in Article 50 of the Electricity Law (amended) 2024. From there, gradually replace the single-component electricity price lists in the current retail electricity price list structure, ensuring compliance with the technical infrastructure conditions of the Electricity industry, legal issues as well as the level of adaptation to the new price list of consumer households.
The two-component electricity price is the electricity price including the largest capacity price and the electricity price, the electricity bill that consumers have to pay will include 2 parts: The payment for the capacity shown for the fixed cost of the electricity supply process and the payment for consumer electricity reflecting the cost of changes arising according to the actual electricity use level of customers.
With such a constructive principle, the two-component electricity price is an effective message for electricity customers to always pay attention to the electricity usage regime. If the same consumer output but the customer reduces the usage capacity (Pmax), the electricity bill will be reduced and also help the electricity industry reduce the maximum load capacity of the electricity system, contributing to more efficient operation of the electricity system, saving investment costs and reasonably using social resources.
According to EVN, the participants in the trial on the two-component electricity price paper are customers using large amounts of electricity for production purposes directly sold by member units of Vietnam Electricity Group, with an average electricity consumption of 200,000kWh/month or more (average of the last 12 months).
From October 2025, Power Corporation/power Company will send notices of the results of calculating the electricity bill for testing on paper according to the two-component electricity price to customers subject to testing. This includes a comparison of electricity bills according to the current one-component electricity price list and two-component electricity bills.
EVN noted that this is only a paper-based testing and calculation activity, not yet applied to actual electricity bills during the testing period.
