Principals of primary schools in Quang Tri speak out about the collection to support facilities

Some fees such as parking, cleaning, school security or facility support have made parents of Thuan Duc Primary and Secondary School (Quang Tri) ask many questions.

In recent days, many parents of Thuan Duc Primary and Secondary School (Dong Son Ward, Quang Tri Province) have reported the fees collected at the beginning of the 2025-2026 school year mentioned at the parent meeting, saying that there are some unclear contents.

According to the reflection, the homeroom teacher of one class informed about the fees including: bicycle parking fee of 11,000 VND/month (4-month fee, equivalent to 44,000 VND), electric vehicle of 22,000 VND/month (88,000 VND/4 months); school security fee of 10,000 VND/month (40,000 VND/4 months); toilet fees of 10,000 VND/month (40,000 VND/4 months).

Notably, the facility support of 200,000 VND/student makes many parents most concerned.

Some parents said that according to Circular 55/2011/TT-BGDDT of the Ministry of Education and Training, the Parents' Representative Board is not allowed to collect or mobilize contributions related to facilities, security, school hygiene... so they are concerned that some fees may coincide with the regulations that are not collected.

Speaking to Lao Dong Newspaper, Mr. Pham Hung - Principal of Thuan Duc Primary and Secondary School said that all of the above fees were built on the basis of the instructions of the Department of Education and Training, and had been approved in writing by the People's Committee of Dong Son Ward.

According to Mr. Hung, expenses such as parking, cleaning, and school security are services that directly serve students, collected according to agreements and made public with parents. In particular, the facility support is implemented in the form of voluntary mobilization, in compliance with the provisions of Circular 16/2018/TT-BGDDT.

Mr. Hung added that the school does not apply a fixed fee of VND 200,000/student for facilities support. The level of contribution depends on the conditions of each family, it can be large, small or no contribution. All are voluntary.

According to the approved plan, primary schools mobilized 46.4 million VND, secondary schools mobilized 64.8 million VND to serve small repair, supplement facilities for teaching and learning.

On October 10, Chairman of Dong Son Ward People's Committee Doan Hong Quan said that he had grasped the information and had inspected the content of the reflection.
