The People's Committee of Dai Loc district, Quang Nam province has just successfully organized an auction of mineral exploitation rights at 6 mines in the area, in which 3 mines exploiting sand and gravel for common construction materials recorded a "huge" winning bid, far exceeding the starting price, surprising many people.

On June 19, Hoa Thuan Joint Stock Auction Company, representing Dai Loc District People's Committee, organized an auction of mineral exploitation rights at 6 mines. Notably, 3 of these sand and gravel mines were successfully auctioned at unprecedentedly high prices.
The DL2 sand mine (Giang Hoa village, Dai Thang commune) has an estimated reserve of about 790,000 m3, with a starting price of more than 7.59 billion VND. As a result, Hoang Chau Sa Company Limited won the auction with an amount of more than 491.7 billion VND, equivalent to 622,429 VND/m3.
DL11 sand mine (Ha Nha village - Vinh Phuoc, Dai Dong commune) has a reserve of about 360,000 m3, starting price of more than 3.46 billion VND. 6666 Industrial Mineral Industries Group Joint Stock Company won the auction for nearly 320 billion VND, equivalent to 888,869 VND/m3.
The DL12B1 sand and gravel mine (Truong An and Phu Huong villages, Dai Quang commune) has a reserve of more than 166,000 m3, with a starting price of more than 1.23 billion VND. Truong Loi Joint Stock Company won the auction with an amount of more than 129.6 billion VND, equivalent to 779,046 VND/m3.

This price is only the cost of granting exploitation rights, excluding resource tax, environmental protection fee, environmental restoration deposit, VAT, corporate income tax, exploration costs, legal procedures, investment in machinery - equipment, labor, traffic infrastructure, weighing station, surveillance cameras, land lease, construction of wharves...
A representative of a winning bidder shared with Lao Dong Newspaper that the high winning price is due to the current scarcity of construction sand, while the auction mechanism is completely free, the unit with the highest bid will have the right to exploit it. "Enterprises are forced to take strong action if they want to have jobs and output. Whether we make a profit or not depends on the future, he said.

Notably, according to many people in the construction industry, Quang Nam province has recently tried to organize auctions of sand and gravel mines to stabilize when the price of construction sand on the market currently fluctuates from 700,000 - 800,000 VND/m3 (twice higher than the same period in 2024).
However, with the auction results of the above 3 mines, experts are concerned that sand prices will continue to "dance" in the coming time, causing great pressure on the cost of projects, especially projects using the state budget and people in need of building houses.
In May 2025, Quang Nam Provincial Police initiated a case of violating auction regulations, in the case of a sand mine auction in Dien Ban town with a winning bid price of more than 370 billion VND, more than 308 times higher than the starting price (1.2 billion VND).
