On June 20, Working Group No. 6 of the Hanoi People's Committee, led by Mr. Truong Viet Dung - Vice Chairman of the City People's Committee, Head of the Working Group, inspected, supervised, urged and guided the preparation of the arrangement of commune-level administrative units in Tay Ho district.
Before the working session, the Working Group conducted a field survey at two locations planned to be Tay Ho ward headquarters (657 Lac Long Quan, Xuan La ward) and Phu Thuong ward (70 Phu Thuong, Phu Thuong ward). The survey aims to assess the conditions of facilities and infrastructure to serve the operation of the new government model.
Currently, Tay Ho District is managing 10 working headquarters of affiliated agencies. Facilities at the People's Committees of wards are arranged reasonably, infrastructure meets the needs of receiving and handling administrative procedures for people. The district has about 8,000 equipment and machinery of all kinds, ready to serve the operation of the new administrative model.
At the same time, proactively develop a plan to operate a two-level local government model in Tay Ho, Phu Thuong and Hong Ha wards. A team of experienced cadres and civil servants are assigned to be implemented in units according to the approved plan.
The district has also arranged civil servants to specialize in receiving and handling feedback via the iHanoi application; developing a detailed personnel project, clearly defining job positions, roadmaps for arrangement and assigning specific tasks. The work of connecting with units such as banks and social insurance has been implemented synchronously, ensuring the payment of pensions and social allowances on time and according to regulations.
During the preparation process, Tay Ho District has developed a hypothetical situation plan and organized a trial drill so that by July 1, 2025, all activities of the People's Committees of the new wards will operate smoothly and effectively.
Speaking at the meeting, Vice Chairman of Hanoi People's Committee Truong Viet Dung acknowledged the proactiveness and methodical approach of Tay Ho district in preparing to deploy the 2-level government model.
He emphasized that this is a new model, requiring high standards for operation quality and system synchronization, so careful preparation from the grassroots is the key factor for success. Mr. Truong Viet Dung praised the serious spirit in surveying, arranging headquarters, preparing equipment and transmission lines; identifying units for implementation, assigning specific tasks shows in-depth working methods.
In particular, testing hypothetical situations and preparing ward-level operational scenarios is a necessary approach, reflecting practical and flexible thinking.
The Vice Chairman of the City People's Committee encouraged new administrative units to increase the application of artificial intelligence (AI) in processing records and managing population data. At the same time, it is required to shift from "management" thinking to "service" thinking, aiming to serve specific subjects such as the elderly, the disabled, and lonely elderly people.
"It is necessary to study specific options so that people do not have to go to the government, but the government proactively goes to the people. That is the image of a friendly government, close to the people, for the people from the first day of operation", Mr. Truong Viet Dung emphasized.
He also requested leaders and heads of units in the new ward to directly direct, be on duty, grasp the situation, promptly handle any arising issues, and avoid congestion during the implementation process.
Regarding some recommendations of Tay Ho district related to land management, finance, etc., the Vice Chairman of the City People's Committee said that the city will soon consider and resolve them, ensuring maximum support for the district in the process of operating the 2-level government model.
