According to the Private Sector Economic Development Project 2026, Gia Lai province focuses on improving the business environment, expanding the number of businesses through converting business households to enterprise models; promoting startups, innovation and digital transformation, towards forming pioneering businesses participating in the global value chain.
In 2026, Gia Lai sets a target of establishing 7,000 new businesses, including 3,200 business households converted to businesses and 3,800 newly established businesses, to reach 26,000 businesses in the whole province.
The average growth rate of the private economy is about 10-10.5%; contributing about 80% of the local GRDP and about 25% of total state budget revenue in the province.
The private economy also contributes to solving employment for about 92-93% of workers in the province, helping labor productivity increase by an average of about 12-12.5%.
To achieve the goal, Gia Lai determines that it must innovate thinking, unify awareness and action throughout the system, arouse belief and aspiration for development, and create new momentum for the private economy.
Departments, branches, and localities are required to promote institutional reform, improve policies, ensure ownership rights, property rights, freedom of business, equal competition rights and improve the effectiveness of contract enforcement of private enterprises.
Facilitate access to land, capital and high-quality human resources; strengthen linkages between private enterprises, state-owned enterprises and FDI enterprises; promote the formation of medium and large enterprises, towards private economic groups with regional and global scale.
Promote digital transformation to minimize the time for resolving administrative procedures in areas such as investment, land, construction, taxes, customs, insurance, intellectual property, standards, regulations... In particular, reduce at least 30% of the time for resolving land lease procedures and issuing land use right certificates for people and businesses.
The project must be implemented synchronously, feasibly, with close coordination between departments, branches, and localities; clearly defining the responsibilities of each unit; associated with administrative reform, digital transformation and private economic development, ensuring unity and no overlap", Gia Lai Provincial People's Committee proposed.
