At the 2026 Business Dialogue Forum on the morning of May 8, Da Nang City leaders affirmed - they will thoroughly handle the difficulties of businesses, not avoid, not push, and take business satisfaction as a measure of management.
The 2026 Business Dialogue Forum with the theme "Unblocking obstacles - successful breakthrough" is organized by Da Nang City in the context that the business community is waiting for more specific commitments from the government on removing procedures, land, capital, public investment and prolonged backlog projects.

The most notable message at the forum was the statement of Chairman of Da Nang City People's Committee Nguyen Manh Hung: The city government must not only listen but also act substantively, do it quickly, do it to the end and have results. He emphasized the consistent principle: "Do not let a small obstacle lose a great opportunity for businesses and the city".
In the context of Da Nang setting a GRDP growth target for 2026 of 11% or more, unlocking resources from businesses is considered an urgent requirement. The city identifies the private sector as one of the important driving forces to create new growth, but in reality, many businesses are still being blocked by old bottlenecks: slow administrative procedures, land problems, difficulty accessing capital, backlog projects and lack of production land funds.

One of the hot issues raised at the forum is the number of backlog projects. According to city leaders, Da Nang previously had about 170 projects that needed to be reviewed, now this number has increased to 352 projects. Regarding the group of land projects with prolonged problems, the city has proposed to the Government to expand the scope of application of special mechanisms to remove obstacles for about 340 projects in the area.
Da Nang said that it has established specialized working groups, assigning leaders of the City People's Committee to directly be in charge of each group of issues such as investment projects, industrial parks, land, industrial clusters, gasoline and oil and urban projects. Contents under its authority will be handled immediately; contents that require time must have specific progress, clear people, clear tasks, and clear deadlines. Issues beyond its authority will be summarized and reported to the Central Government for consideration.
However, Da Nang leaders also emphasized that removing obstacles does not mean legalizing violations. The city sets out three principles: not legalizing violations, not allowing new violations to arise and not creating new disputes. This is a key point, because many projects that have been stuck for a long time often involve complex legal issues, requiring handling methods that are both flexible and do not break discipline.


At the forum, leaders of the City Party Committee, People's Committee and departments and branches of Da Nang City directly answered many groups of recommendations from businesses. In the field of construction, businesses reflected the slow site clearance, fluctuating material prices, and untimely disbursement of public investment capital. The city committed to accelerating compensation, resettlement, and site handover; and at the same time requested investors to clarify the reasons for delays and commit to the project completion progress.
Regarding public investment, the City People's Committee sets a target to disburse 100% of the capital plan assigned by the Prime Minister in 2026. In finance - banking, many businesses believe that it is difficult to borrow capital due to legal obstacles for projects and land use right certificates. The city said that the new regulations will create more basis for businesses to complete loan applications.
In the field of tourism, Da Nang is reviewing and simplifying accommodation procedures, shortening the time to process applications for recognition of accommodation establishments to 27 days, reducing fees by 50%, receiving applications online and reducing application components. The city also orients the development of tourism products in the period 2026-2030, focusing on high-class resorts, cultural heritage, ecology, MICE and event tourism.
Notably, Da Nang continues to focus on new growth poles such as the International Financial Center, Free Trade Zone, high-tech industry, semiconductor, artificial intelligence, logistics and green energy. The city is studying expanding the Free Trade Zone with a scale of more than 2,000ha to the South, while forming industry clusters associated with research and development infrastructure and high-quality human resources.
