At the preliminary conference on 1 year of implementing the arrangement of administrative units at all levels and activities of local authorities at 2 levels in Da Nang city - held on May 7, Da Nang city leaders said that from July 2025 to now, Da Nang has established 279 commune-level advisory agencies, 373 specialized agencies under the commune-level People's Committee and 989 public non-business units directly under it. The city also reduced the number of Project Management Boards from 5 to 3, and at the same time established the Chu Lai Open Economic Zone Management Board and the International Financial Center in Da Nang. However, commune-level personnel pressure, lack of regional linkage and the risk of fragmented urban development are becoming major challenges for the city.
In the field of personnel, more than 100 turns of officials were transferred, appointed, and rotated; 208 officials and civil servants from departments and branches were strengthened to the grassroots level to support professional fields. In addition, 138 information technology students were brought to communes and wards to serve digital transformation.
By the end of 2025, the city had provided more than 2,200 online administrative procedures; received about 600,000 dossiers, of which nearly 570,000 dossiers were processed online. The city also reviewed and simplified 110 administrative procedures, cutting more than 95% of compliance costs.
However, the situation of human resource imbalance still exists when 52 communes and wards are surplus of 493 officials and civil servants, but 33 communes and wards are short of 170 people. Many localities lack specialized human resources in land, finance, justice and information technology.
Notably, old urban areas such as Tam Ky and Hoi An face difficulties due to the lack of regional linkage mechanisms and unsynchronized infrastructure. Many opinions proposed the establishment of an inter-regional development coordination board to connect the urban space in the South, forming dynamic urban clusters associated with industry and services.
Ms. Nguyen Thi Thu Lan, Member of the Standing Committee of the City Party Committee, Secretary of the Party Committee of Tam Ky ward, proposed that the city soon establish an inter-regional development coordination board for 4 wards Tam Ky, Ban Thach, Huong Tra and Quang Phu (formerly belonging to Tam Ky city); and at the same time issue a special mechanism on investment, finance, and human resources to form a new growth pole in the southern area of Da Nang city.
Da Nang City Party Secretary Le Ngoc Quang requested to urgently complete job positions, improve the quality of officials, promote digital transformation and overcome the situation of working in moderation and avoiding responsibility among a part of officials and civil servants.
