Hanoi - By 2030, the city will develop night yacht services on the Red River, connecting from Long Bien Bridge to the middle of the Red River.

Vice Chairman of the City People's Committee Truong Viet Dung has signed and issued a decision approving the Project "Nighttime Economy Development in Hanoi City in the period 2026 - 2030, orientation to 2045".

The project clearly states that by 2035, the night economy will become an important driving force of Hanoi's urban economy, contributing about 7 - 8% of GRDP, with an average growth rate of 12 - 14%/year in the service, tourism and cultural industries.

The night economic zone of the Red River landscape axis becomes a dynamic creative economic center, a cultural industrial center, converging the quintessence of high-value cultural, artistic and commercial activities, connecting night economic zones in the region, playing a driving force to promote new economic growth and affirm the Capital's position on the regional and international creative map.

Forming 6-8 key night economic zones and 15-20 spaces and streets operating after 24:00, being synchronously planned, associated with the public transport system; of which at least 3 zones meet the standards of regional-level night cultural and tourist experience areas.

The night economy is managed in the direction of smart cities, with 80% - 90% of cashless payment transactions, 100% of key areas equipped with security monitoring systems and digital infrastructure.

Orienting towards 2045, Hanoi will become a competitive night economy center in the region, with the night economy contributing over 12% of GRDP, forming the brand "City experiencing night culture", owning a number of international-level night spaces and events, attracting 8-10 million international visitors to participate in night activities each year.

To effectively implement the set goals, the city requires focusing on planning Hanoi's nighttime economic space into 3 administrative management areas including dynamic zone 1, static zone 2, transition zone 3, ensuring appropriate and effective development factors.

Exploiting cultural depth and heritage values. Focus on developing cultural tourism, art performances, heritage experiences and traditional cuisine, accompanied by strict control of the environment and urban order (Hoan Kiem area, Old Quarter, Thang Long Imperial Citadel, Temple of Literature - Quoc Tu Giam, Tu Tran and surrounding areas. ).

Organize art activities, light shows, cultural events, festivals, attracting artists, creators and cultural businesses... (pedestrian streets, parks, West Lake area and surrounding areas; Cultural industrial center; commercial - cultural development area; theater system, museums, exhibitions, gallery and creative spaces...).

Develop large-scale night economic service complexes (shopping centers, shopping, entertainment, sports and health care...). Apply flexible time frames, gradually moving towards long-term or 24/7 operations.

Exploiting ecotourism models, overnight resorts, handicraft experience, traditional festivals and community tourism with appropriate scale, heritage areas, craft villages and peripheral ecology (Dong Anh, Gia Lam, Soc Son, Son Tay, Ba Vi, Huong Son, Bat Trang, Van Phuc... ) and creative and high-tech areas (Hoa Lac focus).
