The Ministry of Agriculture and Environment and the Hanoi People's Committee have just issued a notice of conclusions on the working session, listening to reports on hydraulic calculations and flood drainage safety of the Red River in the implementation of the Project to invest in the construction of the Red River Landscape Avenue.
Accordingly, the Ministry of Agriculture and Environment and the Hanoi People's Committee basically agreed with the report, proposing the idea of overall adjustment of the Red River urban sub-area planning of the Investor with the main contents on architectural planning options, adjusting to increase the proportion and scale of construction land area in the riverbank area to meet the development goals of the Red River Landscape Avenue Axis (section from Hong Ha bridge to Me So bridge) as a strategic axis, central green space axis, economic, commercial, service and urban axis associated with creative culture, science and technology along both sides of the Red River.
Unify the approach of the project to meet the requirements of drainage space and flood safety on the basis of calculating a hydraulic model to ensure sufficient hydrological and hydraulic data, flood drainage safety, calculating design elevation; at the same time, integrate solutions to regulate the water level of the Red River suitable for the rainy and flood season, dry season, placing the Red River in the overall rivers passing through Hanoi to have a plan to regulate and restore the Tich River, Nhue River, Day River,... Accordingly, study the dam approach plan on the Red River (Pho Hien area) and on the Duong River (below Long Tuu).
Agree on the gradual relocation, arrangement, and re-planning of the entire residential area outside the dyke to meet the requirements of comprehensive and synchronous reconstruction of the space on both sides of the Red River according to the orientation of the Hanoi Capital Master Plan.
For craft villages such as Bat Trang pottery village, Kim Lan, Van Duc, Nhat Tan peach blossom growing craft village, they are preserved and revived in a new development space structure on the basis of ensuring a quality living environment and synchronous technical infrastructure; preserving and developing craft villages associated with cultural tourism space, theme parks; rebuilding residential spaces and technical infrastructure systems, developing creative economy associated with local identity, improving living conditions of people in Bat Trang, Kim Lan, Van Duc pottery villages, ... ensuring a safe, civilized and sustainable living environment.
At the same time, continue to research, supplement, and complete planning and architectural design plans in the most disadvantaged cases, placed in the context of increasingly complex and unpredictable impacts of climate change, historical storms, extreme weather phenomena; it is necessary to have warnings and instructions to build plans for specific construction elevations; calculate based on the overall flood drainage safety plan, irrigation, and dyke suitable and synchronized with investment density, construction, and urban development.
