Hai Phong officially establishes a free trade zone of nearly 6,300 hectares

Hai Phong - The City People's Committee has just issued Decision 4068/QD-UBND to establish the Hai Phong City Free Trade Zone.

The Hai Phong City Free Trade Zone has a scale of about 6,292 hectares, located in locations not adjacent to Dinh Vu - Cat Hai Economic Zone and the Southern Hai Phong Coastal Economic Zone, organized into functional areas, including: Production area, port and port logistics area, logistics center, commercial - service area and other types of functional areas according to the provisions of law.

The functional areas in the Hai Phong City Free Trade Zone that meet the conditions of a non-taxable zone as prescribed by law are guaranteed to have customs inspection, supervision and control activities of customs authorities and state management activities in corresponding fields of relevant agencies as prescribed by law.

The Hai Phong City Free Trade Zone is an area with determined geographical boundaries, established to pilot specific and outstanding mechanisms and policies stipulated in Resolution No. 226/2025/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City.

The Hai Phong City Free Trade Zone is planned in 3 locations with a total area of about 6,292 hectares, within the city's coastal economic zones, specifically: Location 1, with an area of about 2,923 hectares, located in the Southern Hai Phong Coastal Economic Zone, in Chan Hung and Hung Thang communes. This area is bordered by Van Uc River to the North; bordered by residential areas and urban development land of Hung Thang commune to the West; bordered by the East Sea and the Do Son coastal strip to the South; bordered by the coastal port and logistics services to the East.

Location 2, with an area of about 1,077 hectares, located in Dinh Vu - Cat Hai Economic Zone, in Dong Hai ward. The North borders Tan Vu - Lach Huyen bridge and Nam Dinh Vu Industrial Park (Area 1, Zone 2); the South borders the maritime route to Lach Huyen port and the East Sea; the East borders the Lach Huyen deep-water seaport; the West borders Hai An ward - an area developing urban and coastal industry.

Location 3, with an area of about 2,292 hectares, belonging to Cat Hai special zone, within Dinh Vu - Cat Hai Economic Zone. The East and Northeast borders wharves 01-06 Lach Huyen Port and the railway station connecting from Lach Huyen Port to the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line; the West borders Tan Vu - Lach Huyen Bridge and Cat Hai Island; the South borders the East Sea.

The Hai Phong City Free Trade Zone is oriented to become a new growth driver, contributing to the implementation of Resolution No. 45-NQ/TW of the Politburo on Hai Phong development to 2030, vision 2045. Aiming to become a center for production, logistics, trade - services, high technology and finance with regional and international competitiveness; promoting high-tech industry, innovation, digital transformation and green growth. The area is organized into functional areas including: production areas; port and logistics areas; logistics centers; commercial - service areas and other functional areas according to regulations.

Activities, mechanisms, policies and management organizations for the Hai Phong City Free Trade Zone shall comply with the provisions of Resolution No. 226/2025/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City and related legal documents.

The Hai Phong Economic Zone Management Board shall directly manage the Hai Phong City Free Trade Zone; manage and organize the implementation of the function of providing public administrative services and other supporting services related to investment, production and business activities for enterprises in the Hai Phong City Free Trade Zone.

The development of the Free Trade Zone of Hai Phong City is carried out according to a roadmap in accordance with the national socio-economic development strategy, the city's general planning and the approved goals and orientations for the development of the Free Trade Zone, ensuring consistency, feasibility and efficiency.
