Over the past time, conflicts in the Middle East region have directly affected the supply and price of gasoline and oil in the domestic market, causing no small impact on production and business activities as well as people's lives. To ensure energy security, the Prime Minister issued Decision No. 385/QD-TTg dated March 4, 2026, establishing a Task Force to ensure energy security. Immediately after that, the Ministry of Industry and Trade also issued Official Dispatch No. 1415/BCT-TTTN dated March 6, 2026, requesting the People's Committees of provinces and cities to direct the strengthening of inspection and strict control of gasoline and oil business activities.
Hai Phong City People's Committee has issued Document No. 2331/VP-XDCT on ensuring energy for production, business and consumption activities in the area; assigning the Department of Industry and Trade to preside over and coordinate with relevant agencies and units to regularly monitor, grasp, evaluate and forecast the market situation. In which, focus on definitively resolving difficulties and obstacles, ensuring stable gasoline and oil supply, not allowing shortages to occur; and proactively develop response plans to avoid being passive and surprised by energy fluctuations and crises from outside.
The Department of Industry and Trade presides over and coordinates with relevant agencies and units to regularly monitor and forecast the market situation in order to promptly advise and deploy appropriate operating plans, not to let passivity and surprise occur. Along with that, issue directives requiring key traders and distribution traders to strictly implement the minimum total source of gasoline and oil assigned in 2026. For retail traders, the Department requests them to proactively source goods, maintain continuous sales activities, not to let interruptions occur and strictly implement the provisions of current law.
The Market Management Sub-Department strengthens inspection and strictly controls selling prices and abnormal signs in the market. Acts such as hoarding goods, stopping sales without legitimate reasons, arbitrarily increasing prices or selling higher than the listed price will be strictly handled according to the provisions of law. Currently, the Market Management Sub-Department has directed local Market Management Teams to assign civil servants and controllers to directly supervise at each gas station, in which each officer will be specifically responsible for the unit they are in charge of in order to maintain the stability of the supply chain.
The Department of Industry and Trade requests commune-level People's Committees to proactively grasp the situation of retail gasoline and oil activities at gasoline and oil business establishments in the area; promptly detect cases of stopping sales, reducing sales time, and supply time of goods other than the previous time; not opening stores or business transaction locations to sell goods or opening stores or business transaction locations but not selling goods without legitimate reasons.
Localities are requested to support functional forces in verifying and handling violations according to regulations; ensuring security and order and market stability in the locality; propagating and mobilizing people not to buy and stockpile gasoline and oil to contribute to ensuring stable supply, ensuring fire and explosion prevention safety in the area; coordinating to create favorable conditions for the transportation and distribution of gasoline and oil and gas in the area.
To promote the supervisory role of the people, the Department of Industry and Trade has established a hotline via phone number 085 2909599 to receive feedback on violations. The system of 12 Market Management Teams in the localities also publicly announces the phone numbers of the team leaders in charge to promptly process information, from Team No. 1 to Team No. 12, ensuring that all feedback is received and resolved immediately.
