According to Directive No. 42-CT/TU of the Standing Committee of the Hai Phong City Party Committee, e-commerce and digital platform business activities have become a popular business method and are applied in all fields and industries. The Government, central agencies and the city have made efforts to implement many solutions to strengthen tax management for e-commerce activities and achieve positive results.
To effectively manage taxes on e-commerce business activities and prevent budget losses, the Standing Committee of the Hai Phong City Party Committee requests Party committees, Party organizations, authorities, Vietnam Fatherland Front Committees and socio-political organizations, departments, branches, units and localities to focus on disseminating and strengthening propaganda on tax management to prevent state budget losses for e-commerce business activities.
The Standing Committee of the City Party Committee proposed that the Party Committee of the City People's Committee direct the Department of Industry and Trade to continue to promote propaganda, dissemination, raising awareness and skills of e-commerce application of businesses and people in the city; Regularly provide the Tax Department of Region III with information on e-commerce activities of organizations and individuals in the area, including: e-commerce website for sales; e-commerce service website; e-commerce service application; sales application... as a basis for tax management, implementation of tax collection and anti-tax loss measures.

Preside over and coordinate with relevant agencies and functional forces in strengthening inspection, detecting and strictly handling organizations and individuals in Hai Phong City who have prohibited acts in e-commerce activities. Coordinate, exchange and provide information to the Tax Department of Region III about organizations and individuals operating in the field of e-commerce with business but have not yet declared and paid taxes.
The Standing Committee of the City Party Committee assigned the City Police Party Committee to direct the support and information exchange with tax authorities in the fight against and prevention of tax crimes, including e-commerce business activities. Direct strict handling of cases of tax law violations, tax evasion, and tax fraud in e-commerce business activities.
Request the Party Committee of the Tax Department of Region III to coordinate to increase information exchange on the activities of cross-border e-commerce platforms, organizations and individuals receiving money from foreign suppliers ( Apple store, CH-Play, Facebook, Instagram, Google, Youtube, Netflix, Tiktok, ...), organizations and individuals with sales transactions on e-commerce platforms such as Tiki, Lazada, Shopee, Temu, Shein ... and suspicious transactions.
Proactively coordinate, share, and promptly provide information to relevant agencies for organizations and individuals showing signs of violating the law in e-commerce business activities to coordinate handling in accordance with the provisions of law.
Review and strictly handle cases of e-commerce business activities and livestream sales activities that do not properly and fully fulfill tax obligations to the State and business establishments that do not issue invoices according to regulations.
