Organizing a streamlined apparatus, operating synchronously
Implementing the directions of the Politburo, the National Assembly, the Government, the Prime Minister and the Ministry of Finance, the State Treasury has urgently reorganized the apparatus in accordance with 34 new provincial-level administrative units. The system kept 20 regional State Treasures and no more than 350 transaction offices, but has completed adjustments to ensure compliance with new administrative boundaries, including the commune level.
In addition to perfecting the structure, the State Treasury has also completed the work of arranging personnel and assigning tasks in the direction of "clear people, clear work, clear responsibilities", ensuring the principles of democracy, transparency and maintaining internal solidarity. The Directors of the State Departments of the region are required to directly direct and cover the entire process of receiving and handing over cadres, urgently developing working regulations and assigning tasks according to the new model from July 1, 2025.
In particular, units after the reorganization are required to make a list of leadership assignments, report to local Party committees and authorities and propose the establishment of a regional KBNN Party Committee corresponding to the new scale. Along with that, the management of finance and assets was also reviewed and handed over in accordance with regulations.
Ensuring uninterrupted state budget revenue and expenditure
Based on Official Dispatches No. 4205/BTC-NSNN and 4738/BTC-TH of the Ministry of Finance, the State Treasury of the region has coordinated with financial agencies and collection agencies to promptly carry out procedures for handover and maintenance of the organizational apparatus, ensuring smooth operations from July 1, 2025.
Regarding state budget expenditures, in case the locality has not yet issued a resolution to adjust the estimate after the arrangement, the KBNN will coordinate with the Department of Finance to report to the Provincial People's Committee for handling according to the instructions in Resolution No. 190/2025/QH15. Regarding budget collection, the State budget has instructed units to advise the new Provincial People's Council to issue a resolution on decentralizing revenue sources and expenditure tasks between the provincial and commune levels. If not issued in time, the State Bank will proactively propose a plan to ensure there is a basis for accounting and timely budget collection regulation.
At the same time, information for transactions such as approval trees, digital certificates, administrative area codes, bank accounts, etc. has been updated and sent to relevant agencies, helping to maintain smooth, accurate and effective budget collection and expenditure coordination.
To ensure uninterrupted operations during the transition period, the Director of the State Audit Office issued Official Dispatch No. 04/CD-KBNN dated June 30, 2025, requiring units to arrange civil servants to be on duty to handle work 24/7, receiving documents on online public services continuously, especially during peak periods from June 30 to July 4, 2025.
The regional KBNN proactively coordinates with local tax, financial and customs authorities to handle arising issues in the handover of finance and budget. At the same time, the hotline system and support part have also been activated to promptly receive feedback, instruct the unit to use the budget and people to make smooth transactions.
Previously, on June 25, 2025, the State Treasury held a national training conference, providing detailed instructions on operations related to personnel organization, expenditure control, accounting, payment and data conversion. Director of the State Bank of Vietnam Tran Quan directly directed and requested the entire system to uphold the sense of responsibility, focus on implementing work in a short time, ensuring safe, stable and efficient operation from July 1, 2025.
With careful and drastic preparation in direction and a spirit of solidarity and high responsibility of all civil servants and employees, the State Treasury system affirms its readiness to serve the two-level local government organization model, contributing to the successful implementation of financial and budget tasks in 2025.
