The implementation of the policy of rearranging administrative units is posing an urgent need to reorganize the operating model of local financial institutions such as treasury, tax and customs agencies to ensure synchronization with the two-level local government system.
At the Conference on collecting opinions on legal documents organized by the Ministry of Finance on the afternoon of May 26, many localities raised difficulties in organizing the financial apparatus after merging administrative units, especially the risk of overlapping, surplus or shortage of management functions at the local level.
Responding to these opinions, Minister of Finance Nguyen Van Thang affirmed that, in the process of implementing the model of two -level local government, the Ministry of Finance actively reviewed and proposed plans to reorganize units of the local finance industry. "Coming here, when merging the province, the system of treasury, taxes and customs will all have adjustments in accordance with the new administrative boundaries," the Minister emphasized.
Accordingly, the arrangement will be carried out based on the principle of thorough decentralization, giving authority to localities, ensuring that those who do well are given the right to do it, while avoiding the situation of decentralization and dispersation of resources. This not only helps improve management efficiency but also saves operating costs, streamlines the apparatus and improves coordination efficiency between local financial institutions.
In addition to restructuring the organizational, the Ministry of Finance also pays special attention to the management of public assets. In the context that many district -level administrative units are merged, the number of offices, warehouses and redundant state assets is very large. Minister Nguyen Van Thang said the Ministry advised the Government to report to the Politburo on the processing plan: priority to reorganize and use for essential areas such as health, education and public infrastructure. The rest will be proactive by localities to make a plan to call for investment, conversion of functions in accordance with the planning and socio -economic development orientation.
The representative of the Ministry of Home Affairs also expressed his agreement with the direction of the Ministry of Finance, saying that it is important to clearly identify which level has sufficient capacity to assign tasks to that level, ensuring that no management functions are left out. Adjusting the organizational model of financial institutions should be included in the overall requirement to reorganize local government in a streamlined and efficient manner.
According to the plan, legal documents guiding decentralization, delegation of authority, and division of authority between authorities at all levels and financial institutions will be completed by the Ministry of Finance and submitted to the Government for promulgation in May 2025. This will be an important legal basis for localities to synchronously implement the arrangement of the government apparatus and financial agencies, ensuring smooth, stable and effective operations after adjusting administrative boundaries.
