Business households transform, proactively digitize

Although they are old and not used to machinery and digitalization, many traders and business households in Ho Chi Minh City have been more active in learning technology, getting used to new, more modern, transparent and more efficient trading methods.

Before strange, after familiar

Having been trading in fabric products at Ben Thanh Market (District 1, Ho Chi Minh City) for nearly 15 years, Ms. Nguyen Thi Hien (a trader) is still confused about issuing electronic invoices generated from cash registers when transacting with customers. Ms. Hien said she strongly supports the new regulation, but needs more time to learn and remember the operations.

"Both the invoice supplier and the tax unit go to the place to provide enthusiastic and dedicated instructions, but because they are old and do not know the machines, it is difficult to remember, today teaching is tomorrow I will forget. The tax court also said that if I forget something, I should just call to ask, so I thought I would get used to it after a while and be able to do it all" - Ms. Hien said.

Ms. Diep Thi Kim Ngoc (a trader at Ben Thanh market) also said that although the regulation has been effective since the beginning of June, her business household has not yet thoroughly implemented it because they have not fully remembered the process, from the stage of creating commodity codes to issuing invoices.

"If the young people at the market have done it, there will be instructions for other older people at the market, but we are not used to it yet, we still have to study more to keep in mind. Not to mention that this is a mandatory regulation, so no matter how difficult it is, we must try to study to get used to it" - Ms. Ngoc said.

Not only at Ben Thanh Market, traders in many other traditional markets in Ho Chi Minh City are also actively making efforts to get used to the new way of doing business. Initially, many traders and business households were still confused about how to implement it, but most had proactively researched, asked relatives for support or attended instructions from tax authorities and equipment suppliers.

Simplifying procedures, supporting traders

Mr. Mai Son - Deputy Director of the Tax Department (Ministry of Finance), said that the tax sector is receiving opinions from business households to perfect the policy. Accordingly, the tax authority will study and build a simple and easy-to-use accounting and governance system, so that traders can operate on computers or phones without having to go through specialized training or hire accountants.

The tax industry will also adjust policies to encourage business households to convert to the business model, but in a gentle direction, without disrupting current life, especially for households with a need to become micro enterprises.

Management of electronic invoices will be a tool to monitor cash flow in business activities, thereby ensuring transparency and fairness in tax obligations. Mr. Mai Son emphasized that when traders connect with tax authorities, they will receive maximum support, from suggesting cash flow-based tax declarations to providing a declaration support application, similar to the current personal income tax declaration.

According to the Tax Department of Region II, 16,395 business households in Ho Chi Minh City have deployed electronic invoices from cash registers according to Decree 70/2025/ND-CP. However, many businesses are concerned about costs after the promotion period, with an average fee of 200-400 VND/ck.

To solve this problem, the leaders of the Tax Department of Region II requested suppliers to accompany in reducing costs, contributing to the implementation of the Government's digital transformation policy. Major suppliers such as Viettel, VNPT, Mobifone are also committed to offering a price policy of less than VND50/bill. Other large market participants such as Misa, softdream, Sapo... also said that they will research and build service packages at the most preferential prices. In particular, the two suppliers Minvoice and Fast committed to applying a price policy of only 30 VND/invoice.
