Business households with revenue below 1 billion inquire about tax declaration

The tax authority has just answered citizens' questions about regulations on establishing accounts for household businesses under 1 billion VND.

On the Ministry of Finance's Information Portal, reader T.T. M.T in Ho Chi Minh City reflected that in 2009 she established a business household in the occupation of renting rooms for workers.

Current business household revenue belongs to group 1: Under 1 billion VND/year. Up to now, the establishment only collects rental service fees in cash, and does not use bank accounts to serve business activities.

Ms. T wondered: In case you do not use a bank account in business, is it necessary to register a bank account to notify the tax authority?

Regarding this question, the tax authority in Ho Chi Minh City said that Clause 4, Article 13 of Decree 68/2026/ND-CP dated March 6, 2026 of the Government stipulates:

Business households and individual businesses shall notify the tax authority electronically of all account numbers opened at payment service providers, electronic wallet numbers opened at intermediary payment service providers related to production and business".

Point d, Clause 1, Article 4 of Circular 18/2026/TT-BTC dated March 5, 2026 of the Ministry of Finance stipulates:

Business households and individual businesses operating under the subjects specified in point b, clause 4, Article 17 of Decree No. 68/2026/ND-CP send notifications of account number/electronic wallet number according to Form No. 01/BK-STK issued together with this Circular no later than April 20, 26".

Clause 2, Article 4 of Circular 50/2026/TT-BTC dated May 13, 2026 of the Ministry of Finance stipulates:

Business households and individual businesses operating with annual revenue of 1 billion VND or less, who have not submitted tax declaration dossiers for the first quarter of 2026 or have not sent Notice of account number/electronic wallet number as prescribed in Circular No. 18/2026/TT-BTC, shall send Notice of account number/electronic wallet number according to Form No. 01/BK-STK issued together with Circular No. 18/2026/TT-BTC no later than July 31, 2026".

Based on the above legal regulations, the tax authority requests business households to base on the actual operating situation at the business address to determine the implementation of submitting notifications of account number/electronic wallet number related to production and business to the tax authority.
