On the morning of December 26, 2025, in Hanoi, the Ministry of Finance in coordination with the Vietnam Federation of Commerce and Industry (VCCI) organized a Dialogue Conference between the Ministry of Finance and taxpayers on tax and customs administrative policies and procedures in 2025.
Speaking at the conference, Mr. Ho Sy Hung, Chairman of the Vietnam Federation of Commerce and Industry (VCCI) said that the business community acknowledged and highly appreciated the state agencies for promptly issuing many policies to support businesses to overcome difficulties, strengthen confidence and help accelerate the recovery, stability and development process.

In particular, the Ministry of Finance has issued appropriate amendments to taxes, advised on the timely issuance of policies on tax exemption, reduction, extension of taxes, fees, charges and land rents; continued to proactively make great strides in modernization reform in all fields; always be the leading agency in promoting administrative reform, digital transformation, building e-Government, streamlining the apparatus to operate effectively and efficiently.
In recent times, VCCI has received many opinions and positive reviews from businesses and business associations on the tax and customs sector when applying new regulations suitable for businesses, applying information technology, simplifying processes and procedures, helping businesses fulfill tax obligations faster, more conveniently and more professionally.
At the conference, Deputy Minister of Finance Cao Anh Tuan affirmed the determination of the Ministry of Finance in continuing to accompany and support the business community, improve the investment and business environment and promote economic recovery and development in the context of many difficulties.
The Deputy Minister said that the total scale of support policies in 2025 is estimated to reach about VND241,740 billion, of which the extension of taxes and land rents is about VND116,100 billion, and the reduction of taxes and fees is about VND125,000 billion. These policies are implemented synchronously and promptly, receiving high consensus from the business community and people, thereby making an important contribution to stabilizing production and business and developing the socio-economy.
Deputy Minister Cao Anh Tuan emphasized that despite many difficulties in the economic context, thanks to the efforts of the business community along with timely management solutions of the Government and the Ministry of Finance, the state budget collection results have still achieved positive results. This demonstrates the spirit of companionship and responsibility sharing between the State and enterprises in stabilizing the macro economy and promoting growth.

In recent times, the Ministry of Finance has focused on promoting administrative reform, modernizing management work, and focusing on people and businesses. To date, 100% of administrative procedures in the tax sector have been provided in the form of online public services; 102 procedures have been integrated on the National Public Service Portal. The electronic invoice system is deployed synchronously with more than 20 billion invoices issued, contributing to reducing costs, increasing transparency and convenience for taxpayers.
At the same time, the Tax and Customs sectors have promoted the application of information technology, artificial intelligence and big data in management, supervision and support for taxpayers; expanded the provision of 24/7 online public services, shortened procedures processing time, and reduced compliance costs for businesses. Many administrative procedures have been cut and simplified, facilitating import-export production, business and production activities.
Deputy Minister Cao Anh Tuan emphasized that the Ministry of Finance will continue to review and improve the legal system on taxes and customs; effectively implement newly issued laws; at the same time, promote administrative procedure reform, digital transformation, and improve the quality of service for people and businesses. The Ministry will also continue to closely coordinate with the business community, listen to feedback, promptly remove difficulties, thereby creating a transparent, stable and sustainable investment and business environment.
