Responding to reflections on business households and the elderly facing difficulties in paying electronic taxes

The Ministry of Finance has just responded to voters' reflections on the situation of elderly people and business households facing difficulties when paying taxes electronically.

Voters in Tay Ninh province reflected that paying taxes through electronic applications currently still causes difficulties for a part of the population, especially the elderly and small businesses.

Voters proposed that functional agencies need to strengthen propaganda, guidance, and support for people to fulfill tax obligations on digital platforms.

At the same time, soon issue more specific and clear guidance on tax declaration and management for small business households according to each group of subjects to ensure convenience, transparency and ease of implementation.

Answering this content, the Ministry of Finance said that it will continue to direct the Tax Department to update and upgrade the eTaxMobile application in the direction of a friendly interface, adding more utilities for taxpayers.

Providing more information about the eTaxMobile application, the Ministry of Finance said that this is a comprehensive electronic tax support tool researched and put into application from March 2022 on both iOS and Android platforms.

The application integrates VneID accounts, the National Population Database, linking bank accounts and applying biometric authentication to protect information.

As of the end of May 2026, the application has had more than 14.24 million downloads, installations and uses, generating more than 23.1 million successful tax payment transactions through banks with a total amount of about 41 trillion VND.

In order to turn eTaxMobile into a key transaction channel and build a "one-stop shop" to help taxpayers (including older people doing small businesses) easily access it, the Ministry of Finance is directing the Tax Department to promote the campaign to install the application with the theme "Taxes within reach".

Currently, after 44 upgrades, the Tax Department has also issued official letters directing lower-level tax authorities to organize surveys and receive feedback from people, businesses, associations and technology units to continue to improve applications in 2026 and the following years.

To support taxpayers to look up operations before logging in, user manuals have been updated right outside the application screen and posted on the Tax Department's electronic information portal.

At the same time, the Ministry of Finance directed tax authorities to closely coordinate with the People's Committees of communes and wards, assigning officials to directly go to residential groups, market management boards and commercial centers to guide people to install and use applications.

The Ministry of Finance also provides specific guidance on tax declaration and management for small business households.

Responding to the proposal to soon have specific and clear guidance according to the group of subjects for small business households, the Ministry of Finance informed that legal documents that have been issued in the past include:

On the Government's side: Promulgate Decree No. 68/2026/ND-CP dated March 5, 2026 and Decree No. 141/2026/ND-CP dated April 29, 2026 (amending and supplementing a number of articles of Decree 68/2026/ND-CP) on tax policies for households and individual businesses and Decree 320/2025/ND-CP on measures to organize and guide the implementation of the Personal Income Tax Law.

On the side of the Ministry of Finance: Issuing Circular No. 18/2026/TT-BTC dated March 5, 2026 and Circular No. 50/2026/TT-BTC dated May 13, 2026 regulating tax management dossiers and procedures for business households and individuals; Circular No. 152/2025/TT-BTC dated December 31, 2025 guiding accounting regimes for business households and individuals; Circular No. 58/2026/TT-BTC dated May 25, 2026 guiding accounting regimes for micro enterprises.

In particular, for small-scale business households, Decree No. 141/2026/ND-CP has raised the threshold for annual revenue not subject to VAT and PIT to 01 (one) billion VND. According to this regulation, the majority of small-scale business households are currently eligible for tax exemption and only need to notify revenue once a year to the tax authority before January 31 of the following calendar year.
