More than 120 projects in Nghi Son Economic Zone are behind schedule

Thanh Hoa - In Nghi Son Economic Zone, there are currently more than 120 projects behind schedule. The main reason is due to site clearance and the capacity of investors and contractors.

According to the Management Board of Nghi Son Economic Zone and Industrial Parks of Thanh Hoa province (KTNS&CKCN Management Board of Thanh Hoa province), Nghi Son Economic Zone (KKTNS) has a total area of over 106,000 hectares, of which the mainland and islands have an area of over 66,000 hectares, planned into 3 functional areas including industrial parks, ecological zones and urban areas.

In which, the IP consists of 25 sub-zones, ecological zones include 9 sub-zones and urban areas include 17 sub-zones. To date, the KKTNS has implemented 29 public investment projects, mainly transport infrastructure projects. Most of the projects have been completed, put into operation and have achieved positive results.

However, there are still 2 projects that have not been completed and are behind schedule, including: the main road project in the West, which started construction in 2015, with a total investment of about 900 billion VND, and has only completed more than 600 billion VND, of which the contractor has a surplus of 89 billion VND. The second is the infrastructure investment project for the resettlement area of Tinh Hai commune, with a total investment of 65 billion VND, which has now stopped investment due to planning adjustments, but the volume has not been settled.

Statistics from the Thanh Hoa Provincial Economic Zone and Industrial Park Management Board also show that there are currently 123 direct investment projects in the Economic Zone that are behind schedule. The main reason is due to problems in site clearance or legal procedures for investment.

Notably, out of 123 projects, 49 projects have been allocated land and leased land but the investor has not yet implemented it, mainly small-scale commercial service projects. For some key projects being implemented in the area such as: Project to develop dynamic urban areas - Tinh Gia urban sub-project; project connecting the North-South expressway - National Highway 1A to Nghi Son port; Dong Vang Industrial Park project, Industrial Park No. 3, Cong Thanh thermal power project... are also facing some difficulties, obstacles and delays. The main reason is related to site clearance and the capacity of investors and contractors.

Faced with the above situation, recently, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh and the working group inspected the implementation progress of a number of projects in the KKTNS area. Through the inspection and report on the status of the Thanh Hoa Provincial Economic Zone and Industrial Park Management Board, the Secretary of the Thanh Hoa Provincial Party Committee pointed out that the results of attracting investment in the Economic Zone in recent years have been low, the implementation of some public investment projects and more than 100 direct investment projects is still slow and prolonged, causing waste of investment resources.

Therefore, the Provincial People's Committee and relevant sectors, localities and units are assigned to urgently review and carefully assess the implementation status of projects, especially those that are behind schedule or behind schedule; clarify the causes and responsibilities of relevant groups and individuals, thereby advising competent authorities on solutions to remove and overcome them.

Do not let projects be behind schedule due to weak capacity of investors and contractors. For projects that have allocated or leased land but the investor has not implemented it, it is necessary to review and advise the province to reclaim or handle it in accordance with regulations.
