A series of projects are stuck, causing waste of resources
The Prime Minister requested ministries, branches and localities to focus on reviewing projects with difficulties, problems and long-standing backlogs. Thanks to that, many projects and works that are behind schedule have promptly overcome problems, put into operation, and operated well. Many projects are being implemented quickly, shortening construction time.
However, there are still many works and projects that have not been promptly resolved by all levels, sectors, agencies and units to avoid backlogs and prolonged construction stops. Among them, there are a number of projects that have been "named" by Party and State leaders as well as the press many times such as: Can Tho City Oncology Hospital Construction Investment Project, Facility 2 Project of Bach Mai Hospital and Viet Duc Hospital... causing waste of resources and public outrage.
In Hanoi, the city has identified 712 non-budgetary capital projects using land behind schedule and issued a plan to handle and resolve according to Resolution No. 04/NQ-HDND on measures to speed up investment progress, focusing on handling non-budgetary capital projects using land behind schedule in the area. By November 2024, 706 projects (accounting for 99.2%) with a total area of 11,352 hectares of land had been reviewed, concluded for inspection, examination, post-inspection and directed handling.

According to the Ho Chi Minh City People's Committee, the city has reviewed and removed difficulties and obstacles, and handled 34/66 real estate projects according to its authority. Currently, Ho Chi Minh City continues to review 200 projects with difficulties and problems. However, up to now, it has been determined that there are 12 projects and works that are backlogged and need to be recommended to the Government for direction and resolution.

Resolutely handle slow-progressing projects
On February 8, Politburo member and Prime Minister Pham Minh Chinh criticized and requested 15 ministries, branches and 30 localities not to send a review report to clearly identify individual responsibilities and to report to the Prime Minister before February 17, 2025 on investment projects with difficulties, obstacles and long-standing backlogs for timely resolution and implementation.
After February 15, ministries, agencies and localities that have not yet submitted reports on reviewing and removing difficulties and obstacles related to projects to the Prime Minister and the Ministry of Planning and Investment, the Prime Minister will assign the Government Inspectorate to conduct an inspection to review responsibilities and strictly handle them according to the regulations of the Central Steering Committee for Anti-Corruption, Wastefulness and Negativity.
For the 12 outstanding works and projects that Ho Chi Minh City recommends the Government to direct and resolve, the Prime Minister assigned the Steering Committee, the Ministry of Planning and Investment, and the Government Office to synthesize, develop, and submit to the Government for promulgation a Resolution to issue together with Resolution 40 of the Government and Resolution 198 of the National Assembly to handle difficulties and problems in the projects.
For the 200 projects that Ho Chi Minh City is reviewing and 32 real estate projects that have been reviewed, the Prime Minister requested the city to focus on classifying and handling according to newly issued legal regulations and according to its authority; for issues that are still beyond its authority, they should be compiled and reported to the Steering Committee and the Government for consideration, in the spirit of " handling as much information as possible". In which, it is classified in the direction of: Issues with precedent are handled according to precedent; issues under the authority of which level are handled by that level...
In an interview with Lao Dong, Associate Professor, Dr. Dinh Trong Thinh - senior lecturer at the Academy of Finance - said that the basic reason why projects, especially real estate projects, face difficulties is the organization of local law enforcement. The problems of real estate projects are mainly related to planning such as lack of synchronization and unity between zoning planning, detailed construction planning of the project being implemented with the general planning of the locality. Many projects also face difficulties in determining land prices, calculating land use fees and granting land use right certificates.
According to the expert, it is necessary to focus on reviewing and collecting statistics on all projects and works that are backlogged or have stopped construction; headquarters and offices that are not in use or are not used effectively within the scope and management area. Urgently develop a plan for handling measures; clearly identify responsibilities for work content, progress, completion time, agencies and units to implement for inspection, supervision and evaluation. For legal regulations that are no longer suitable for practice, it is necessary to continue to amend and supplement them in the coming time.
Mr. Pham Trong Nghia - full-time member of the National Assembly's Social Committee - said that it is necessary to handle the responsibility of individuals and organizations for projects and works that are behind schedule for a long time; resolutely replace or transfer to other jobs for cadres, civil servants and public employees with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, are late and do not meet the requirements of assigned work in resolving related issues, causing projects and works to be behind schedule, prolonged, and waste resources... Thus, the handling of projects that are behind schedule will be truly effective, contributing to unlocking resources for the whole society.
