The State Bank announced a number of results related to the implementation of Project 06 of the Prime Minister on January 6, 2022 on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030.
Decision No. 06/QD-TTg aims to apply the National Population Database, electronic identification and authentication system, citizen identification cards with electronic chips in the national digital transformation by 2025, with a vision to 2030 to serve 5 groups of utilities, including: serving the settlement of administrative procedures and providing online public services; serving socio-economic development; serving digital citizens; perfecting the ecosystem for connecting, exploiting, and supplementing the enrichment of population data; serving the direction and management of leaders at all levels.
Regarding the connection of the national population database to serve the socio-economic development of the banking sector, credit institutions (CIs), payment intermediaries (TPs) implementing the Plan to implement Project 06 of the Banking sector and the Coordination Plan between the Ministry of Public Security and the SBV, many CIs and TTTTs have been coordinating with C06 to expand customer authentication solutions via chip-embedded CCCD cards and deploy customer authentication solutions via the VNeID application in opening accounts and using electronic banking services, specifically as follows:
As of October 10, 2025, more than 132.4 million individual customer records (CIFs) and more than 1.4 million institutional customer records have been biometrically compared via chip-embedded ID cards or VneID applications.
The National Credit Information Center (CIC) has coordinated with C06 to complete 6 comparisons, cleaning customer data with about 57 million customer records in person.
57 credit institutions and 39 payment service organizations have deployed the application of CCCD cards with chip removal via phone application.
63 credit institutions have deployed the application of chip-embedded CCCD cards via devices at the counter.
32 credit institutions and 15 payment service providers are deploying the VNeID application, of which 19 units have officially deployed it.
28 banks and 04 payment service providers have deployed linking social security accounts with bank accounts for social security payments via the VNeID application.
9 credit institutions are researching to integrate the technical implementation of connecting and exploiting C6.00 credit rating services.
