The Provincial People's Committee has just directed to promote the implementation of industrial cluster (CCN) projects in the area, in order to accelerate the progress of investment in infrastructure construction of established CCNs, soon put CCNs into operation, create a favorable environment to attract investment projects and contribute to promoting socio-economic development of the province.
As required, the Department of Industry and Trade is assigned to preside over and coordinate with departments, branches, commune-level People's Committees and CCN investors to deploy CCN management and development; review, evaluate, and classify projects to propose support solutions or appropriate handling for each project.
The Department is also responsible for promoting, advertising, and attracting investors to build IC infrastructure; advising on selecting investors with sufficient capacity and experience; appraising the establishment of new ICs in accordance with legal regulations.
Review and advise on adjusting the plan to develop the industrial cluster of Hung Yen province in the period 2021-2030, vision to 2050 in accordance with reality; and at the same time propose to remove inefficient industrial clusters that do not meet environmental and legal regulations.

Along with that, review and advise the Provincial People's Committee to consider not extending the implementation time, terminating project operations and revoke the decision to establish industrial clusters according to regulations for slow-progress projects or investors with motives to transfer projects for profit.
The Department of Finance shall preside over and coordinate with the Department of Industry and Trade to guide the handover of the current status of technical infrastructure of ICs invested by the State to infrastructure investors for management and operation; guide the settlement and handover of ICs using state budget capital to avoid loss and waste.
The Department of Agriculture and Environment is responsible for guiding and supporting localities in implementing compensation, site clearance, land allocation, land lease; appraising environmental impact assessment reports, environmental permits; advising on adjusting land use planning and plans, ensuring land funds for CCN development.
People's Committees of communes and wards are required to coordinate with departments, branches and investors to accelerate site clearance, land handover, propagate and mobilize people to comply with legal regulations; regularly review progress, promptly report and propose handling of slow-progressing and violating projects.
IC investors must focus resources, complete legal procedures, accelerate investment in technical infrastructure construction, and ensure progress according to the requirements of the Provincial People's Committee.
