On January 7, Mr. Pham Quang Ngoc - Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to the Department of Finance report on the draft Plan for socio-economic development in 2026.
According to the draft plan, Hung Yen province sets a target of gross regional domestic product (GRDP) growth in 2026 reaching 10 to 10.5%, striving to actively contribute to the national GDP growth target in 2026 reaching 10% or more. In which, the industrial - construction sector continues to play the main driving force, with industrial growth rate reaching 13 - 13.5%, construction reaching 16 - 17%; services increasing by 8.5 - 9%; agriculture, forestry and fishery increasing by 2 - 2.5%.
The Provincial People's Committee determined that total social investment capital in 2026 will reach about 175,000 billion VND; state budget revenue in the area strives to reach 84,250 billion VND. Along with that, the province focuses on promoting the disbursement of public investment capital, considering this an important resource to lead, spread and attract private investment.
In the social field, the province sets a target to build at least 5,900 social housing units; the rate of trained workers with degrees and certificates reaches 32.5%; the rate of multidimensional poor households decreases to 0.8%. The province strives to have 20 communes meeting new rural standards according to the set of criteria for the period 2026 - 2030.

Along with economic development goals, the province focuses on developing high-quality tourism products, imbued with cultural identity, with brands and competitiveness. The province accelerates the progress of investment preparation for the project to recreate Old Hien Street; Phu Cu urban area, service, and resort project; deployment of the urban complex, eco-tourism, and Khoai Chau golf course project. In 2026, the province strives to welcome over 3.5 million tourists, of which international visitors will reach over 70,000.
The draft plan also emphasizes the task of ensuring national defense and security, curbing and reducing at least 10% of crimes against social order, creating a stable and safe environment to serve sustainable socio-economic development.
Concluding the meeting, Mr. Pham Quang Ngoc emphasized the requirement to set high growth targets but must have specific, feasible, synchronous and clear roadmap solutions. He proposed that the Department of Finance fully absorb opinions, complete the draft in the direction that each task is linked to specific goals, clearly the responsible agency; and at the same time request departments, branches, and localities to develop implementation plans immediately in January 2026, contributing to the successful implementation of the socio-economic development goals of the province in 2026.
