Many targets set records and broke records
This time, Petrovietnam's Party Congresses at all levels will be held from mid-January to mid-June this year.
The entire Group Party Committee has 943 Party organizations at all levels, including 113 grassroots Party Committees, 39 grassroots Party cells, 14 departmental Party Committees and 777 subordinate Party cells (including 4 Party cells and 68 overseas Party members) with a total of 13,862 Party members.
In just 5 months from January 2025 to June 15, 2025, the entire group completed all 943 congresses, with an average of 128 congresses per month, an average of 4-5 congresses per day. This is a huge amount of work, requiring extremely strict, scientific and truly democratic direction of the Group Party Committee.
Mr. Tran Quang Dung - Standing Deputy Secretary of the Group Party Committee - affirmed that this year's Party congresses at all levels in the entire group took place in a very special and meaningful context.
2025 is the year the group celebrates half a century of establishment. The 2020-2025 term is the "complete piece" of the overall picture of 50 years of building and developing the group.
In particular, right at the peak of the congresses, on April 9, 2025, the Prime Minister issued a decision to change the group's name from "Vietnam Oil and Gas Group" to "Vietnam National Industry - Energy Group".
Up to now, Petrovietnam has become a leading enterprise in the country in the energy sector after 50 years of establishment and development; has completed synchronously, from searching, exploring, exploiting, distributing, transporting, processing, storing, import-export business...
Entering a new development stage, becoming the Vietnam National Industrial - Energy Group, with a vision to 2030, vision of shifting 5 current main fields to 3 development pillars including: Energy, Industry and High-Tech Services in accordance with the requirements of energy transition and sustainable development strategy.
This is an era-like change. Mr. Le Manh Hung - Party Secretary, Chairman of the Board of Members (BOD) of the Group - said: "It is a change for us to shift the production and business model, the governance model, and the development model".
Another special point is that in the past 5 years, Petrovietnam has successfully completed 12/12 targets set by the Congress for the 2020-2025 term. In particular, many targets were completed 1-2 years early, many targets set records and broke records themselves.
Aspiration to realize the strategy
The team of personnel at all levels has also been consolidated and perfected, creating stability, unity and solidarity. On those platforms, the work of Party congresses at all levels is implemented in a very standard manner, ensuring seriousness, principles, synchronization, and streamlining.
In terms of consistency, this term shows unified, strict and consistent direction to ensure that the resolutions of Party Congresses at all levels are consistent and synchronous with the development strategy as well as the 5-year plan of each unit.
There is no longer a situation of "thrump-blowing, whistling back" - meaning that the Party Committee issues a resolution on one side, while the government builds a separate strategy. Instead, there is synchronization and close cohesion.
This Party Congress at all levels has also ensured the synchronization between the Congress's Resolution and the Development Strategy of the unit and human resources to implement the resolution in the spirit of "Refined - Compact - Effective".
According to the report, the Group's total estimated revenue in June compared to June 2024 increased by 4%, compared to May 2025 increased by 13%. It is estimated that the implementation in the first 6 months compared to the first 6 months of 2024 will increase by 8%. During this term, there will be growth every year.
The effectiveness of the congress is to create determination, consensus and nurture the will and aspiration to realize the strategy.
Regarding institutional reform, Petrovietnam has never achieved such brilliant institutional achievements in this term, from the 2022 Oil and Gas Law to Conclusion 76 KL/TW dated April 24, 2024. In recent years, the continuous signing of new oil and gas contracts and other economic contracts is the result of the new Oil and Gas Law.
Petrovietnam is proposing to the National Assembly to agree to let the Prime Minister delegate to the Group to continue exercising some proactive rights that belong to the National Assembly's delegation to the Government.
According to Petrovietnam's leaders, at Petrovietnam's Party Congresses at all levels this time, the resolutions are flexible and lively in practice. And all congresses have fueled the fire of aspiration of workers in Petrovietnam. This is the biggest achievement of the recent Party congresses at all levels in Petrovietnam.
