The State Treasury (S treasury) has just issued urgent Official Letter No. 9823/KBNN-QLTT dated August 29, 2025 to adjust system operations, ensuring that the Government's task of paying gifts of 100,000 VND to people is fully and promptly implemented before the National Day on September 2.
According to the document, the KBNN decided to temporarily suspend the plan to convert 8-digit bank codes of commercial bank branches where the KBNN opened accounts. This plan was previously mentioned in Official Dispatch No. 9748/KBNN-QLTT dated August 26, 2025, but will be postponed to focus all resources on immediate political tasks. The conversion will be implemented after a new notification.
The highest goal that the State Bank sets is that all gifts, whether by bank transfer or cash, must reach the people before September 2, 2025 quickly, fully and to the right beneficiaries.
To ensure payment progress, the KBNN system will work on both official holidays, September 1 and 2, 2025. Electronic bilateral payment transactions and state budget collection coordination with commercial banks are still maintained. During these two days, the end time for receiving payment orders is stipulated as 16:00, the time to stop the settlement request is 16:40. Meanwhile, August 30 and 31 are still holidays according to regulations.
The decision to work through the holidays of the KBNN system demonstrates the high sense of responsibility, proactiveness and great efforts of the Finance sector in implementing the direction of the Prime Minister, to ensure that everyone receives gifts before the big holiday, contributing to bringing a complete and meaningful independence New Year to the whole country.
