Assigning tasks to ensure 6 clear
On May 6, Politburo member and Prime Minister Pham Minh Chinh chaired the regular Government meeting in April 2025.
In his concluding remarks, Prime Minister Pham Minh Chinh said that in the first 4 months of the year, the macro economy was stable, economic growth was higher than last year and higher than the previous plan, major balances of the economy were guaranteed, budget deficits, public debt, government debt, and foreign debt were well controlled.
The results achieved are basic and important, but the Prime Minister said that achieving growth of 8% or more in 2025 requires great efforts and hard work because this target is facing more challenges due to a number of reasons, including the impact of US tariff policies.
In addition, there are still shortcomings and limitations, such as the great pressure to direct macroeconomic management, especially in interest rates, exchange rates, and controlling inflation in the face of external fluctuations.
Production and business activities in many fields are still difficult, access to credit capital is still limited; private investment is still difficult, the number of businesses that have stopped operations is still large.
Pointing out the reasons for the limitations and shortcomings, especially the poor grasp and forecast of the situation and policy responses of some ministries, branches and agencies, the Prime Minister emphasized some lessons learned.
Accordingly, resolutely do not retreat in the face of difficulties; steadfastly set goals and focus on implementation with higher determination, greater efforts, more drastic actions; mobilize the participation of the entire political system, business community and people.
Grasp the situation, proactively respond to policies, be timely, flexible, feasible, and effective; look far, look wide, think deeply, and do great things; assign tasks to ensure 6 clear "clear people, clear work, clear responsibilities, clear authority, clear time, clear results".
Promote decentralization and delegation of authority along with resource allocation, strengthen inspection and supervision; do not shirk or avoid responsibility; promptly and strictly reward and discipline.
Focus on implementing solutions to respond to US counterpart tax policies
Regarding the orientation for the coming time, the Prime Minister stated that difficulties, challenges and opportunities, advantages are intertwined, but more difficulties and challenges and risks and global instability are increasing sharply; but this is also a great opportunity to restructure the economy, restructure and diversify markets, products, supply chains, and open new markets.
The Prime Minister requested ministers, heads of sectors, Secretaries and Chairmen of localities to first review their assigned functions, tasks, powers and work to overcome the limitations and shortcomings pointed out.
Continue to focus on thoroughly grasping, seriously and drastically implementing resolutions, conclusions, and instructions of the Central Committee, Politburo, Secretariat, National Assembly, Government, and leadership and direction at all levels.
Focus on effectively implementing the arrangement of administrative boundaries and building a two-level local government.
Complete, review and amend the documents guiding the merger; review all decentralization and delegation of authority of its sector.
Focus on implementing solutions to respond to US counterpart tax policies.
Along with that, implementing solutions to diversify markets, products, supply chains; improving the quality and competitiveness of goods, services, etc.
Prioritize strong growth promotion associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; promoting public investment disbursement.
