Within the framework of the Vietnam Private Economy Forum 2025 (VPSF 2025), on the afternoon of September 16, the Summit Dialogue Session took place solemnly with the participation and speech of Prime Minister Pham Minh Chinh.
Tight and substantial public-private partnership model
Speaking at the opening of the high-level dialogue session, Mr. Dang Hong Anh, Chairman of the Vietnam Young Entrepreneurs Association, Chairman of VPSF 2025, affirmed: "The greatest spirit of this year's Forum can be summarized in five words: Trust, frankness, Efficiency, Competition and Inclusion".

Explaining the above 5 keywords, Mr. Dang Hong Anh emphasized: "Reliability, because dialogue institutions are only valuable when both sides - the State and businesses - believe in each other's goodwill and abilities. transparency, for a clear legal environment is a "rail" for businesses to operate stably and healthily. Efficiency, because all policies are only truly meaningful when measured by market results, by reduced capital costs, shortened procedures, and increased productivity. Competition, because in the era of reshaping the global value chain, advantages do not come from protection but from internal capacity and reasonable support institutions".
To realize those 5 keywords, the Chairman of the Vietnam Young Entrepreneurs Association and the Chairman of VPSF 2025 said that the business community is ready to improve governance standards, invest in people, comply with the law, build an upright corporate culture, and proactively innovate from processes to products.
In order to fulfill that mission, comrade Dang Hong Anh proposed a model of close and substantial public-private cooperation.
On the State side, the Prime Minister directed the role of "creating a launching pad", through strong enough incentive policies, open capital access mechanisms and streamlined procedures so that business households have enough confidence and initial resources to step through the threshold of businesses.
On the business community side, businesses are committed to being "a companion of guidance". To concretize this role, the Vietnam Young Entrepreneurs Association would like to initiate and commit to implementing the program "Each young entrepreneur leads two new entrepreneurs" in 2025.
The combination of the Government's momentum policy and the substantial support mechanism from the community will be the most effective solution for 5 million individual business households to not only be "big" in terms of registration quantity, but also " strong" in internal capacity. This is how we together create a generation of brave and knowledgeable entrepreneurs, contributing to the sustainable and inclusive development of the country.
Continuous innovation if you don't want to fall behind
Speaking at the high-level dialogue session, Mr. Bui Quang Huy, Alternate Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Ho Chi Minh Communist Youth Union, commented: "Technology competition, supply chain shifting or sustainable development requirements are no longer distant concepts, but have become measures of the adaptability of each country and each enterprise".

Mr. Bui Quang Huy frankly shared: "Vietnam has the opportunity to rise strongly when integrating deeply, but also faces the pressure to constantly innovate if it does not want to fall behind".
To do that, Mr. Bui Quang Huy proposed a number of solutions: Minimize administrative procedures, remove unnecessary licensing barriers, promote tax and land reform; at the same time, create favorable conditions for young entrepreneurs to access capital sources, technology and digital transformation.
At the same time, establish cooperation programs between young people and young entrepreneurs with universities and research institutes at home and abroad, to improve governance capacity, technology, innovation; expand international connections so that young Vietnamese entrepreneurs and young businesses can participate more deeply in the global value chain.
