Resolution 68 - giving Hanoi a new boost
On August 15, Kinh Ton va do thi Newspaper in coordination with the Party Committee - People's Council - People's Committee of Tay Ho Ward, the Center for Communication - Data and Digital Technology of Hanoi City organized a seminar on "Resolution 68-NQ/TW: Driving force for developing Vietnam's private economy".

Speaking at the seminar, Vice Chairman of Hanoi People's Committee Truong Viet Dung said that immediately after Resolution 68 of the Politburo was issued, Hanoi City has urgently taken action to put the policies of the Party and State into practice.
According to the Vice Chairman of the Hanoi People's Committee, on July 3, 2025, the Hanoi Party Committee issued Action Plan No. 348-KH/TU, setting specific goals for 2025, 2026-2030 period and vision 2045, along with 88 key tasks to develop the private economy in accordance with the characteristics of the capital.
On that basis, the Hanoi People's Committee issued Plan No. 196/KH-UBND, assigning 105 tasks to departments, branches, sectors and People's Committees of districts, communes and wards, according to the principle of "5 clear": Clear people, clear work, clear responsibilities, clear time and clear results.

"In the past time, a series of solutions to support the business community have been actively implemented by Hanoi such as sharply cutting administrative procedures; supplementing, perfecting planning and publicizing, transparency, and equality in calling for investment in socio-economic development projects, infrastructure, and energy" - Vice Chairman of Hanoi People's Committee emphasized.
According to Vice Chairman of the City People's Committee Truong Viet Dung, Hanoi aims to have about 230,000 actual enterprises in operation by the end of 2025, reaching 27 enterprises/1,000 people; the private economic sector contributes 50 - 55% of GRDP. With the growth scenario and targets assigned by the Prime Minister, GRDP in 2025 is estimated to reach about 63.5 billion USD (up 8.5%).

Quickly bring Resolution 68 into life
At the seminar, Prof. Dr. Ta Ngoc Tan - Permanent Vice Chairman of the Central Theoretical Council assessed that Resolution 68 of the Politburo aims at the key goal of promoting the development of the private economy, making this area an important driving force of the national economy.
The Resolution sets a specific target that by 2030, 2 million enterprises operating in the private economy and economy will contribute 55-58% of GDP, 35-40% of total state budget revenue and create jobs for 84-85% of the workforce.
These clear metrical goals show the strong determination of the Party and State in identifying the private economy as a breakthrough lever, a key factor in the journey of industrialization and modernization of the country, building an independent, self-reliant and deeply integrated economy emphasized Prof. Dr. Ta Ngoc Tan.

Regarding tasks and solutions, Resolution 68 clearly states that it will improve the business environment; support businesses in accessing land and premises; support financial, credit and public procurement businesses; support science and technology, innovation; support the formation of large and medium-sized enterprises, and the formation of pioneering enterprises...
Thus, Resolution 68 sets out ambitious goals, demonstrating the determination of the Party and State in making the private economy an important driving force of the economy, contributing to Vietnam's rapid, strong and sustainable development.
The change in thinking and new awareness in the Party's leadership and direction of the private economy is a revolutionary one, along with a series of strategic and synchronous solutions. The remaining issue is the efforts of the Vietnamese private enterprise community, the maximum support and companionship of ministries, branches, localities... so that Resolution 68 can truly and quickly come into life in order to aim for the biggest goal by 2045, Vietnam will become a developed country with high income" - Prof. Dr. Ta Ngoc Tan affirmed.
