According to the representative of Vinh Hung Ward People's Committee, the underpass section of Vinh Tuy Bridge (inner city) in Vinh Hung and Vinh Tuy Wards is high enough to arrange parking for vehicles with a length of about 800m, of which the location under the management of Vinh Hung Ward is about 300m long, about 11m wide (half of the cross-section is under the bridge on Nguyen Van Vien Street).
At the time of inspection on September 3, the facility provided documents on the approval of temporary use of the overpass underpass for vehicle parking by the Department of Transport (now the Department of Construction); documents approving the temporary use of the overpass underpass for vehicle parking by the Hanoi People's Committee.

As Lao Dong reported, at around 1:00 p.m. on August 30, a fire broke out at a parking lot under Vinh Tuy Bridge (Hong Ha Ward). The fire area was about 300m2, more than 500 motorbikes of all kinds were burned down.

The location of the fire under the Ram CV1C branch bridge, the last 2 spans (N1, N2) connect to the abutment and pillar T2. The total impact time of the fire was about 45 minutes, with an area of about 300m2.
Through the survey, the location of abutment M1 not affected by the fire was assessed and the bridge knee of abutment M1 was in a normal state, not affected.
According to Associate Professor, Dr. Ngo Van Minh, the concrete has been reduced to a certain extent after the fire. The vertical steel truss has not been affected much, but the belt steel truss has been affected due to heat acceptance.
Mr. Minh said that the Ram CV1C branch of Vinh Tuy Bridge still exploits the designed load of HL93. To ensure long-term safe operation, the spans and piers of the bridge need to be repaired, damaged and while waiting for repair, the vehicle's load on the bridge should continue to be limited.
