Time is running out
On September 7, leaders of Quang Tri Provincial People's Committee confirmed that they had just requested departments, agencies, branches, localities and investors to focus on accelerating the implementation and disbursement of public investment capital plans in the last months of 2026.
Accordingly, the remaining time of the year is not much, while the rainy and storm season is approaching. If projects are not urgently implemented, the construction progress and disbursement of capital will be affected, causing difficulties for the completion of the province's common goals.
Mr. Le Hong Vinh - Chairman of Quang Tri Provincial People's Committee requested the assigned units to identify disbursement of public investment capital as an important political task, focusing on leadership, direction and drastic implementation.
Investors are required to develop detailed disbursement plans weekly and monthly; focus on handling difficulties related to site clearance, investment procedures, construction progress, acceptance, and payment of completed volumes.
For projects being implemented, the province requests units to proactively coordinate with contractors, accelerate construction, and prevent situations where there is volume but payment dossier completion is delayed, or payment volume is concentrated at the end of the year.
The Provincial People's Committee also requested investors to review the disbursement capacity of each project. In case there is no disbursement capacity in 2026, they must promptly report to consider transferring capital plans to projects with better implementation capacity.
Clarifying 21 slow disbursement projects, considering the responsibility of investors
Along with the request to accelerate disbursement, Quang Tri Provincial People's Committee especially noted the group of projects with low disbursement rates.

Previously, on August 10, the State Treasury of Region XII reported on the implementation of state budget revenue and expenditure estimates as of July 31, 2026. Among them, there are 21 projects with a total capital plan (including allowed extended capital) of more than 3,932 billion VND, accounting for about 40% of the total local budget capital plan. However, the disbursed capital has only reached more than 981 billion VND, equivalent to 24.95%.
Among these, there are many large-scale capital projects but the disbursement progress is still low.
Specifically, the National Highway 15D project section from My Thuy Port to Cam Lo - La Son expressway was allocated more than 1,123 billion VND of planned capital, but by July 31, more than 369 billion VND had been disbursed, reaching 32.85%.
The Coastal Road Project connecting the East-West Economic Corridor, Quang Tri province - phase 1 has a total planned capital of more than 557 billion VND, but has only disbursed more than 106 billion VND, reaching 19.18%.
Another important transportation project is Component Project 1 - Coastal Road under the Coastal Road and Nhat Le 3 Bridge Project, Quang Binh province with a planned capital of more than 528 billion VND, disbursement reached more than 157 billion VND, equivalent to 29.86%...
It is known that Mr. Le Hong Vinh - Chairman of Quang Tri Provincial People's Committee has assigned the Department of Home Affairs to coordinate in assessing the level of task completion of the heads of agencies and units assigned to be investors of public investment projects according to regulations.
