According to the plan, by 2030, Lao Cai strives to have 18,000 - 20,000 operating businesses, reaching 10-12 businesses per 1,000 people; have at least 1 large enterprise participating in the global value chain.
The private economy is expected to grow by an average of 10-12%/year, contributing 72-75% of the province's GRDP, creating jobs for 140,000-150,000 workers.
Notably, at least 80% of small and medium-sized enterprises will apply digital technology in management, production, business and participation in e-commerce platforms.
For the state economic sector, Lao Cai province sets a goal to effectively manage land and resource resources; accelerate key infrastructure projects, increase budget revenue, tightly control public spending and ensure public debt safety.

Lao Cai also strives for 100% of state-owned enterprises in the area to implement modern management on digital platforms, improve operational efficiency, competitiveness and sustainable development. Along with that, continue to promote the socialization of public services and streamline public service units.
The emulation movement is implemented from 2026 to 2030, divided into 2 phases. Phase 1 lasts until June 2028, focusing on developing plans, organizing implementation and preliminary reviews.
Phase 2 from July 2028 to the end of 2030, will continue to be implemented based on evaluating the results of the first phase and summarizing the entire movement.
According to the Lao Cai Provincial People's Committee, the emulation movement aims to create motivation to promote the business sector to develop more strongly, contributing to the implementation of the goal of rapid and sustainable growth in the new period.
