Lao Cai drastically removes bottlenecks, sets a target of increasing 2,000 new businesses each year

Lao Cai - In 2026, the province will apply a "contract" mechanism for business development targets for each locality, department, and sector quarterly.

On January 29, at the headquarters of Lao Cai Provincial People's Committee, the Steering Committee for the implementation of Resolution No. 68-NQ/TW organized a conference to assess the development situation of the private economy in 2025 and deploy tasks for 2026.

Reports at the conference showed that in 2025, the private economy continued to play an important driving force in the province's economy, with a contribution to GRDP estimated at 68.5%.

The whole province currently has 12,630 enterprises, with a total registered charter capital of about 168,000 billion VND, of which non-state enterprises account for 99.9%. This sector is creating jobs for about 125,000 workers and making a large contribution to the local budget.

In 2025 alone, non-state enterprises paid 3,748 billion VND to the budget. Business support activities have many changes, with events such as the Business and Investor Meeting Forum, Startup and Innovation Week, contributing to improving the confidence of the business community.

Deploying tasks for 2026, Lao Cai province identified a series of key tasks that need to be implemented immediately. Accordingly, the Department of Finance is assigned to urge the completion of procedures to start construction of 2 key projects in the first quarter of 2026.

Departments and sectors are required to promote the application of digital technology in management and administration. The Department of Agriculture and Environment completes the national database on land; The Department of Justice develops an inter-sectoral legal support program for the period 2026-2031; The Department of Science and Technology advises on policies to support technological innovation and intellectual property development for the period 2026-2030.

The focus set by the province is the goal of increasing from 1,000 to 2,000 new businesses each year.

Concluding the conference, Mr. Nguyen Tuan Anh - Chairman of the Provincial People's Committee, Head of the Steering Committee criticized 69 units for not developing task deployment plans, requesting a strong shift in management thinking from formality to substance.

Accordingly, the province will "contract" business development targets to each locality, department, and sector; linking the results of implementation with the responsibility of the head. At the same time, rectify the situation of "top hot, bottom cold", resolutely handle officials who harass and cause difficulties for people and businesses.

Regarding the investment environment, the Chairman of Lao Cai Provincial People's Committee affirmed that there is no longer a "ask - give" mechanism. Resource allocation will be based on actual efficiency, publicity, and transparency; resolutely recover slow-progressing projects, and strictly handle violating businesses.

Mr. Nguyen Tuan Anh also assigned Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc to soon organize a dialogue with businesses at the beginning of the year, and at the same time requested departments and branches to clearly report on responsibilities and deadlines for handling each backlog project.

Units that do well will be commended, units that do not complete will be held accountable to the head," emphasized the Chairman of Lao Cai Provincial People's Committee.
