Reporting at the conference, Deputy Minister of Industry and Trade Phan Thi Thang said that in the period of 2021 - 2025, the Ministry has presided over the development and promulgation of 6 laws, 65 decrees and issued under its authority 216 circulars and more than 20 strategies, plans, plans, projects and development programs for important sectors and fields of the industry.
In addition, major balances are ensured in the entire period of 2021-2025, especially energy security and balancing supply and demand of essential goods, input materials for production... By the end of 2025, Vietnam's power system has topped Southeast Asia and is in the top 20 largest power systems in the world in terms of capacity (reaching about 90,000 MW).

Import and export in the period of 2021-2025 will grow by an average of about 10.8%/year, far exceeding the set plan; the trade balance recorded a super continuous export throughout the period (2021 with a trade surplus of 3.19 billion USD, 2025 with a trade surplus of about 22 billion USD expected.
In 2025, import and export will continue to be a bright spot for the economy and set a new record for total turnover (previously reaching 920 billion USD), putting Vietnam in the top 15 global trading powers, creating a new launching pad for economic growth.
Industrial production recovered strongly, growing spectacularly with the Index of Industrial Production (IIP) estimated at 9.5% (up 8.2% in 2024), this is the highest increase since the Covid-19 pandemic.
In the 2021-2025 period, Vietnam has signed 4 new FTAs, bringing the total number of FTAs to 17 agreements with 65 countries and territories. E-commerce continues to grow strongly, surpassing the $30 billion mark for the first time, maintaining its position in the Top 10 countries with the fastest e-commerce growth rate in the world and top 3 ASEAN.
Strongly innovated trade promotion work, raising the level of national brands, the largest series of trade promotion activities ever organized ( typically the Autumn Fair 2025) launched the direction of market diversification, raising the level of national brands and soft power. The value of Vietnam National Brand in 2025 will reach 5196.6 billion USD, an increase of 2.5% compared to 2024, firmly maintaining the world's 32nd position.
Major "bottlenecks" need to be removed
In addition to positive results, Deputy Minister Phan Thi Thang said that the development of the Industry and Trade sector in 2025 still has notable shortcomings and limitations. Regarding industrial production and industry linkages, many industrial enterprises continue to have difficulty accessing capital for investment in expanding production despite reduced interest rates; high input material costs along with fluctuations in USD exchange rates reduce competitiveness in export product prices.
Domestic production still depends heavily on imported raw materials, the level of linkage between enterprises in the same industry and between FDI enterprises and domestic enterprises is still limited; there have not been sustainable domestic supply chains and large-scale industry clusters, leading to low added value created domestically.

The conversion from fossil energy sources to renewable energy sources and new energy sources to implement international commitments on reducing greenhouse gas emissions is still slow. The competitive electricity market still needs to be implemented at the retail stage; the information technology infrastructure to serve the operation of the electricity market has not met requirements, causing the current wholesale electricity market mechanism to still operate at a simple level.
Although export activities have recovered rapidly, they are not sustainable and are affected by many external factors. The development of domestic trade and e-commerce activities also have limitations, especially the issue of controlling counterfeit goods, counterfeit goods, banned goods, and goods that infringe intellectual property rights.
To successfully carry out the tasks of 2026, the Ministry of Industry and Trade will continue to thoroughly grasp and seriously and effectively implement the Party's policies, the Resolution of the National Assembly and the instructions of the Government and the Prime Minister.
