Attending the congress were Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Party Secretary, President of the Vietnam General Confederation of Labor; Mr. Nguyen Hong Dien - Member of the Party Central Committee, Party Secretary, Minister of Industry and Trade. The congress was attended by Mr. Huynh Thanh Xuan - Vice President of the Vietnam General Confederation of Labor; former leader of the Vietnam General Confederation of Labor through the periods.
As of November 30, 2025, the Vietnam General Confederation of Labor is managing and directing 14 Trade Unions at the grassroots level and 489 affiliated grassroots trade unions, with 140,185 union members/145,761 workers (reaching a rate of 96.2% of union members/total number of workers), of which 43,616 are female workers (accounting for 29.9%).
Closely following the Party's guidelines and policies, the direction of the Vietnam General Confederation of Labor and the Party Committee of the Ministry of Industry and Trade, the Vietnam General Confederation of Labor has directed and guided all levels of Trade Unions to promptly implement activities in accordance with practical situations to complete production and business plans and political tasks; fully and promptly implement social security policies; care for the lives of union members and workers; supervise and participate in supervising the implementation of labor laws, regimes and policies related to union members and workers.
Employment and income of employees are basically stable, with an average income of 8.5 million VND/person/month (an increase of 14.86% compared to the beginning of the term). Regarding employment, there has been quite good development and basically ensured jobs for workers at the units.
Periodic dialogue work at the workplace is conducted through flexible forms, suitable to the conditions of each unit. 87.64% of enterprises have organized dialogues at the workplace; 91.24% of units have QCDC. The grassroots trade union of the enterprise sector reached over 70% (of which dialogues from workshops, factories, and enterprises reached about 75%, of which nearly 10% were surprise dialogues...).
The negotiation and signing of collective labor agreements (CLAs) have been carried out with high results. The Vietnam General Confederation of Labor promotes dialogue and collective bargaining; organizes training and coaching on dialogue and collective bargaining skills for more than 1,000 union officials.
As a result, over 90% of enterprises that have established grassroots trade unions have signed collective labor agreements, with more than 70% of collective labor agreements having more provisions that are more beneficial to employees than those prescribed by law. To date, the Vietnam General Confederation of Labor has updated nearly 400 copies of the Collective Labor Agreement to the Collective Labor Agreement library. The Vietnam General Confederation of Labor coordinates with the Vietnam General Confederation of Labor, the grassroots trade union and foreign trade union organizations to organize training programs for trade union officials on negotiation, bargaining and signing of collective labor agreements.
Social work has many rich contents and forms. On the occasion of the gratitude month, the Vietnam General Confederation of Labor organized a gratitude and gift giving event with an amount of nearly 500 million VND. Support 676 million VND to support the construction of 50 houses and repair of 3 houses for union members in difficulty at the Trade Unions of Corporations, Corporations and affiliated Trade Unions. The industry union has signed 8 cooperation agreements with units, creating conditions for union members and employees to enjoy preferential union member welfare prices.
In addition, implementing the instructions of the Vietnam General Confederation of Labor on organizing "Union Meals" to affiliated units, the result has been implemented by 100% of trade unions at all levels. The whole industry organized union meals for 74,962 members and employees with a total amount of more than 5.886 billion VND...
In the official working session, the Congress will elect the Executive Committee of the Vietnam Trade Union for the 5th term, 2025 - 2030.
