On December 19, a representative of Vilaconic Joint Stock Company (Nghe An) said that the enterprise had just received a response from the Vinh Electricity Management Team regarding a complaint about being charged for electricity because it was thought that the enterprise used electricity for the wrong purpose.
According to a representative of Vilaconic Joint Stock Company, after receiving a notice of large electricity bill collection, the enterprise sent a petition to the electricity industry. The reason comes from the fact that the Electricity determined that the electricity consumed at the company's facility was not in accordance with the electricity use purpose initially registered in the contract.

In document No. 564 dated December 16, 2025, the Vinh Regional Power Management Team said that it had fully received the recommendations of Vilaconic Joint Stock Company. Because the case has many contents that need to be clarified, this unit believes that the case needs the involvement of specialized state management agencies to resolve, avoiding prolonged disputes.
Accordingly, the Vinh Electricity Management Team has proposed that Nghe An Electricity Company issue a document inviting the Nghe An Department of Industry and Trade to preside over the meeting with the participation of relevant parties, in order to clearly define responsibilities according to the provisions of the Electricity Law, Circular on current electricity prices and legal documents related to electricity activities.

While waiting for the Nghe An Department of Industry and Trade to announce the working schedule, the Vinh Regional Power Management Team said that it has not temporarily commented on supplementing and retaining all documents and records related to the incident.
As reported by Lao Dong Newspaper, Vilaconic Joint Stock Company reported that it had to collect electricity bills for more than 135 million VND, because the electricity industry thought that the enterprise used electricity for the wrong purpose. Specifically, according to the conclusion of the Electricity Company, the electricity purchase contract of the enterprise is electricity for production, but in reality it is considered to be used for business purposes.
On that basis, Vinh Regional Power Company announced the collection of electricity bills within 12 months before the inspection time, with an amount of more than 126 million VND (including VAT), accompanied by a fine of 8%, equivalent to more than 9.3 million VND. The total amount that the enterprise must pay according to the notice is 135,895,547 VND.
On the business side, Vilaconic Joint Stock Company believes that the above collection is not appropriate. According to the company's explanation, the entire process of using electricity at the facility is for production activities, without any change in the purpose of using electricity as the electricity industry concluded. The company requested the electricity agency to reconsider the basis for applying electricity prices, the time to determine collection as well as the method of calculating electricity output that is considered to be used for the wrong purpose.
A representative of the Vinh Regional Power Management Team said that they will coordinate with relevant parties to provide complete documents and records for the review process of the competent authority, and affirmed that they will follow the final conclusions of the specialized state management agency.
