On September 16, 2026, the Ministry of Industry and Trade issued Document No. 7404/BCT-ĐL to ministries, ministerial-level agencies; People's Councils, People's Committees of provinces and cities directly under the Central Government and Vietnam Electricity Group (EVN) on the program of installing self-produced and self-consumed rooftop solar power for agency buildings, offices, schools, and hospitals.
According to the Ministry of Industry and Trade, on March 30, 2026, the Prime Minister issued Directive No. 10/CT-TTg on strengthening the implementation of electricity saving and developing rooftop solar power. In which, the Ministry of Industry and Trade is assigned the task of presiding over and coordinating with ministries, branches and localities to monitor, urge and summarize the implementation situation.
In order to drastically and effectively implement the tasks and solutions in Directive 10/CT-TTg on developing rooftop solar power (DMTMN), contributing to ensuring power supply security for the period of forecasting difficulties in power sources in the coming time, the Ministry of Industry and Trade requests ministries, ministerial-level agencies, People's Councils, People's Committees of provinces and centrally-run cities and EVN to promptly deploy tasks.
The Ministry of Industry and Trade proposes to develop an investment plan, allocate investment capital, or attract investment to install and put into use UMBR on the roofs of agency buildings, offices, schools, hospitals... under its management authority, striving to complete all objectives according to Directive 10/CT-TTg from now until before March 31, 2027.
In case relevant public agencies and units have a need to support capital sources to invest in installing solar power plants and electricity storage equipment systems (BESS), the Ministry of Industry and Trade requests the Ministry of Finance, Provincial People's Councils or Provincial People's Committees to pay attention to resolving according to regulations on state budget management authority.
For provincial-level People's Committees, the Ministry of Industry and Trade requests to urgently study and develop, and report to the provincial-level People's Council to promptly issue policies to support households installing rooftop solar power for self-production and self-consumment according to their authority and tasks specified in Clause 2, Article 22 of the Electricity Law of 2024 for application in the province.
According to the Ministry of Industry and Trade, so far only 2/34 provinces have completed this task, including Bac Ninh and Lai Chau.
Localities are also requested to develop propaganda programs to support households in the area in installing MN solar power with BESS according to the provisions of Decree No. 243/2026/ND-CP.
In which, regulations allow the purchase and sale of excess electricity output at a rate higher than 50% in the period from the date this decree takes effect to the end of December 31, 2030; allowing the purchase of up to 50% of excess electricity output in the period after 2030.
The Ministry of Industry and Trade also requested ministries, ministerial-level agencies, People's Councils and People's Committees of provinces to direct agencies and units under their management to promptly and effectively implement other related solutions, goals, and tasks assigned by the Prime Minister in Directive 10/CT-TTg.
To date, only 2/17 ministries and ministerial-level agencies, the Ministry of Ethnic Minorities and Religious Affairs and the Ministry of Industry and Trade, have issued plans to implement Directive 10/CT-TTg.
There are still 8/34 provinces and cities directly under the Central Government, including Hanoi City, Can Tho City and Tuyen Quang, Hung Yen, Ha Tinh, Quang Tri, Tay Ninh, Vinh Long provinces that have not reported on the issuance of directives/plans to implement Directive 10/CT-TTg.
For EVN, the Ministry of Industry and Trade proposed to direct electricity units under EVN to closely coordinate with relevant agencies and units under ministries, ministerial-level agencies; People's Councils, People's Committees of provinces and cities to conduct initial inspections when connecting, during the installation and operation of UMBR connecting to the national power system in accordance with Decree No. 58/2025/ND-CP.
The Ministry of Industry and Trade requests ministries, ministerial-level agencies; People's Councils, People's Committees of provinces and cities and EVN to pay attention to implementing and send the results to the Ministry of Industry and Trade for synthesis and reporting to the Prime Minister according to regulations.
