Ho Chi Minh City has more than 22,000 rooftop solar power systems
Information from EVNHCMC said that this unit has just coordinated with the City Department of Industry and Trade to organize an online video conference to guide the implementation of Decree No. 243/2026/ND-CP amending and supplementing a number of articles of Decree No. 57/2025/ND-CP stipulating the direct electricity purchase and sale mechanism between renewable energy generators and large electricity users and Decree No. 58/2025/ND-CP detailing a number of articles of the Electricity Law on the development of renewable energy and new energy power.
The conference was connected online to the bridge point of 15 Electricity Companies directly under EVNHCMC with the participation of representatives of leaders of 168 wards and communes in Ho Chi Minh City.
At the conference, Ms. Nguyen Thi Kim Ngoc, Deputy Director of the Ho Chi Minh City Department of Industry and Trade, said that self-produced and self-consumed rooftop solar power (DMT) in the city still has a lot of development potential. Ms. Ngoc also highly appreciated the role of EVNHCMC, although it is an electricity seller, it has actively coordinated with departments, branches and state management agencies in finding and developing electricity supply sources, contributing to meeting the needs of serving the socio-economic development of Ho Chi Minh City.
Ms. Ngoc said that to date, Ho Chi Minh City has more than 22,000 solar power systems, of which about 6,300 solar power systems are self-produced and self-consumed, showing that the demand of Ho Chi Minh City people for self-produced and self-consumed electricity is still very large. Immediately after Decree No. 243/2026/ND-CP was issued, the Ho Chi Minh City Department of Industry and Trade implemented the decree to the People's Committees of wards, communes and special zones. However, in the process of implementation, some localities are still confused in implementing new regulations.
3 months increase by nearly 3,000 rooftop solar power systems
Mr. Bui Trung Kien - Deputy General Director of EVNHCMC - said that in just about 3 months, the number of solar power systems that the electricity industry received notifications from people increased by nearly 3,000 systems. This shows that the demand for investment and use of local solar power sources is increasing.
To quickly meet the demand for electricity surplus sales notifications from customers, EVNHCMC has deployed on the website and customer care application the function "Register for selling electricity surplus from self-produced and self-consumed solar power sources", for customers to register online and send surplus electricity sales dossiers.
EVNHCMC also maintains the function of acceptance and connection of the EMTMN system with the EVN-RMCS monitoring and control system for medium-voltage connection systems. In parallel, the Ho Chi Minh City electricity sector also proactively deploys and coordinates with the People's Committees of wards and communes to implement the contents specified in Decree 243/2026/ND-CP.
EVNHCMC leaders also requested delegates attending the conference to clearly state the difficulties and obstacles in the process of implementing Decree 243/2026/ND-CP to be directly answered by representatives of the Electricity Department, Ministry of Industry and Trade or to send information to electricity companies for synthesis and the electricity industry will send it to competent specialized agencies for guidance and explanation.
At the conference, Mr. Nguyen Quang Long, representative of the Electricity Department, summarized the new points and amended and supplemented points of Decree No. 243/2026/ND-CP.
Accordingly, there are some new regulations that are beneficial for installation and use of self-producing and self-consuming solar power plants such as: Surplus electricity output is purchased and sold up to 50% of output electricity output according to radiation intensity; the purchase and sale price of surplus electricity output is the average electricity market price of the previous year announced by the electricity market transaction operator; if it is higher than the maximum price of the solar and land power price frame without storage batteries according to the region, it is taken according to that maximum price, excluding VAT...
