Answering a question about the rooftop solar power support mechanism at the regular press conference of Q2/2206 of the Ministry of Industry and Trade held on the afternoon of July 7, 2026, Mr. Bui Quoc Hung, Deputy Director of the Electricity Department (Ministry of Industry and Trade) said that the Ministry was assigned by the Government to develop a decision to promulgate mechanisms and policies to encourage the development of rooftop solar power.
According to the draft, the incentive mechanism includes two groups of policies. The first is to support a part of the investment capital from the state budget. The second is to create conditions for households to borrow preferential capital to invest in rooftop solar power systems.
After the draft decision was submitted to the Government, the Government requested the Ministry of Industry and Trade to consult relevant ministries and sectors. The Ministry of Industry and Trade has held meetings with the Ministry of Finance, the Ministry of Justice, the State Bank and relevant agencies to get opinions.
According to the opinion of the Ministry of Finance, the state budget has not yet allocated funds to implement the support policy. Regarding the lending mechanism, there are still different opinions about whether preferential loans will be implemented by commercial banks or the Vietnam Bank for Social Policies. Therefore, this decision has not yet been issued.
However, according to Mr. Bui Quoc Hung, on July 4, the Government issued Decree No. 243/2026/ND-CP of the Government: Amending and supplementing a number of articles of Decree No. 57/2025/ND-CP dated March 3, 2025 of the Government stipulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users and Decree No. 58/2025/ND-CP dated March 3, 2025 of the Government detailing a number of articles of the Electricity Law on the development of renewable energy power, new energy power (Decree 243) supplementing many mechanisms to encourage the development of rooftop solar power, creating a basis for implementing a number of contents in the coming time.
Regarding the proposal of Vietnam Electricity Group (EVN) to invest an additional 1,700 MW in an electricity storage system, a representative of the Electricity Department said that the National Power Development Plan sets a target to develop from 10,000 - 16,000 MW of energy storage capacity by 2030. On that basis, the Ministry of Industry and Trade has allocated targets to localities and EVN.
Currently, Northern Power Corporation and Hanoi Power Corporation are deploying storage system investment. Meanwhile, according to calculations by Power System and Electricity Market Operation Co., Ltd. (NSMO), the Central and Southern regions currently do not have urgent needs because the supply still meets the load, so investment is initially concentrated in the North.
According to a representative of the Electricity Department, in the coming time, not only EVN but also localities will continue to invest in energy storage systems. At the same time, the Ministry of Industry and Trade is researching to consider storage systems as a type of service to support the operation of the power system.
Notably, storage systems will also be a mandatory requirement for concentrated solar power projects. Accordingly, projects within the national power development plan must invest in storage systems equivalent to about 10% of capacity in 2 hours.
