E10 gasoline business experience in Ho Chi Minh City
At the 6-month review conference on the supply of gasoline and oil, Mr. Tran Ngoc Nam - Deputy General Director of the Vietnam National Petroleum Group (Petrolimex) predicted that in the current context, the energy consumption in the country in the last 6 months of the year will not grow much compared to 2024. Even in the first days of June, despite the impact of geopolitics, the supply in the market was still basically controlled.
At the Conference, Mr. Nam also proposed that when the market fluctuates, the most important thing is inspection and examination work, so that the quantity of goods available can be put on the market. At the same time, it is proposed that the Government soon issue a new Decree on petroleum trading, so that businesses can organize implementation on the basis of new ideology.
Petrolimex leaders also expressed their high support for organizing the biofuel business, and said that on August 1, Petrolimex is expected to conduct an experiment on E10 gasoline business in the Ho Chi Minh City market to assess the technical impact, meeting customer needs, Petrolimex will also have a document reporting to the Ministry to grasp the implementation plan of the enterprise.
E10 gasoline will be applied nationwide from December 1, 2017
Informing at the conference on supply issues, Mr. Bui Ngoc Bao - Chairman of the Vietnam Petroleum Association frankly shared that in the past ten years, with the experience gained after witnessing many military conflicts in the world, petroleum enterprises, whether new or old, have experience in preparing for goods.
Regarding the state management mechanism, the Chairman of the Vietnam Petroleum Association said that for a long time, the Ministry of Industry and Trade has actively cut administrative procedures to facilitate businesses' operations, however, petroleum products are under the management of many ministries and branches. For example, for gasoline alone, we have 35 mandatory technical regulations.
In many developed countries, many items only have 3.4 standards and regulations. Therefore, the association recommends that the Ministry of Industry and Trade preside over working with the Ministry of Science and Technology to find solutions to this problem, creating favorable conditions for businesses to operate" - Mr. Bui Ngoc Bao proposed.
For E10 gasoline, on November 22, 2012, the Prime Minister decided to issue a roadmap to apply the ratio of biofuel to traditional fuel (Decision No. 53/2012/QD-TTg).
Accordingly, from December 1, 2014, gasoline produced, mixed and traded for use by road motor vehicles consumed in 7 major provinces and cities, including: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Quang Ngai and Ba Ria - Vung Tau must be E5 gasoline. From December 1, 2015, E5 gasoline will be consumed nationwide.
From December 1, 2016, E10 gasoline will be used in 7 provinces and cities and applied nationwide from December 1, 2017.
"Therefore, the Ministry of Industry and Trade should set regulations on specific times so that businesses have a roadmap to prepare and be ready to implement," Mr. Bui Ngoc Bao proposed.
Regarding the roadmap for the use of biofuel, Mr. Tran Minh - Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion - Ministry of Industry and Trade said that the Ministry is reviewing Decision 53 2012 to develop and announce a new roadmap.
Regarding the supply of Ethanol, there are currently 6 alcohol factories nationwide, including 2 factories in operation, Dong Nai and Quang Nam, producing about 100,000 m3, and if all 6 factories come into operation, the production will be 500,000 m3.
