The Ministry of Finance has just issued Decision No. 1381/QD-BTC announcing the abolition of the administrative procedure "Converting insurance agency certificates".
According to current regulations, the conversion of insurance agent certificates issued before January 1, 2023 must be completed before June 30, 2026, certificates that have not been converted will expire from July 1, 2026.
The Ministry of Finance has just issued Decision No. 1381/QD-BTC on announcing administrative procedures abolished in the field of insurance business under the management functions of the Ministry of Finance.
According to the decision, one administrative procedure was abolished, which is the procedure "Converting insurance agency certificates", dossier code 1. 011422.
This procedure is abolished based on the provisions of point b, clause 3, Article 1 of Circular No. 151/2025/TT-BTC dated December 31, 2025 of the Ministry of Finance amending and supplementing a number of articles of Circular No. 69/2022/TT-BTC dated November 16, 2022 of the Ministry of Finance detailing insurance certificates, insurance agent certificates, insurance brokerage certificates, and insurance support certificates amended and supplemented by Circular No. 85/2024/TT-BTC.
According to the above regulations, the conversion of insurance agency certificates must be completed before June 30, 2026.
The insurance agent certificate issued before January 1, 2023 will expire from the date of conversion to the insurance agent certificate specified in this Circular or from July 1, 2026, depending on which case occurs earlier.
Previously, the procedure "Converting insurance agency certificates" in the field of insurance business was carried out by the Vietnam Insurance Development Institute and was announced in Decision No. 54/QD-BTC dated January 15, 2026 of the Minister of Finance on announcing administrative procedures amended and supplemented in the field of insurance business under the management functions of the Ministry of Finance.
According to Decision No. 1381/QD-BTC, the announcement of abolished administrative procedures takes effect from July 1, 2026.
The Ministry of Finance abolishes the content at serial number 04, Part I, Appendix attached to Decision No. 54/QD-BTC dated January 15, 2026 on announcing amended and supplemented administrative procedures in the field of insurance business.
