On August 6, Chairman of the People's Committee of Quang Ninh Province, Cao Tường Huy, received and welcomed Mr. Azuma Yoshiro, Chairman of the Japan National Revitalization Association (TNG), to explore investment opportunities in Quang Ninh.
According to Mr. Azuma Yoshiro, TNG is a coalition of Japanese investors, including over 30 lawmakers, who have invested in numerous countries around the world with a total investment of approximately $64 billion USD.
In its new development phase, TNG's focus will be on investing in the Asia region, particularly in Vietnam - one of the most open economies with high growth rates. After conducting a review and survey in Vietnam, the association hopes to choose Quang Ninh Province, the most dynamic locality in the country, to conduct research and invest in fields such as transportation, industry, seaports, real estate, and the environment.
In the short term, Mr. Azuma Yoshiro requested the province to create favorable conditions and introduce the association to conduct surveys and research to propose investment ideas. He particularly emphasized the importance of projects already included in the province's master plan, such as: the urban area in the northern part of Cua Luc Bay, the comprehensive port and logistics services in Hai Ha, the deep-water port in Cai Chen, and especially the Cua Luc Bay Tunnel project.
The Cua Luc Bay Tunnel project was previously planned to be launched in 2019 and completed in 2025, contributing to reducing the burden on Bãi Cháy Bridge - a vital bridge connecting the eastern and western areas of TP. Hạ Long.
According to the design, the Cua Luc Bay Tunnel is parallel to Bãi Cháy Bridge, with a scale of 6 lanes, a total length of approximately 2,750m, including 1,000m of immersed tunnel and 1,140m of approach tunnel.
The tunnel is located under the sea floor, not more than 17m from the water surface (Thủ Thiêm tunnel is 24m). The speed of vehicles passing through the tunnel can reach 60km/h, and the tunnel can withstand an earthquake of 6 degrees on the Richter scale.
It is worth noting that from the consulting to the design stage, all were carried out by Japanese companies and experts.
However, Quang Ninh temporarily suspended the project to focus on other important transportation projects, including Cua Luc 1 Bridge (Tình Yêu Bridge) and Cua Luc 3 Bridge (Bình Minh Bridge), to serve the expansion of urban space after the merger of Hoành Bồ District and TP. Hạ Long.
Currently, Quang Ninh still reserves land for the construction of this tunnel.
In a conversation with Mr. Azuma Yoshiro, Chairman of the People's Committee of Quang Ninh Province, Cao Tường Huy stated that the specific investment projects proposed by TNG are all meaningful for the development of the province's infrastructure, consistent with the province's strategy. By 2030, Quang Ninh aims to meet the criteria of a centrally-governed city, and therefore, the current period requires a significant amount of investment, especially foreign direct investment (FDI).
Mr. Huy also hopes that Mr. Azuma Yoshiro and TNG investors will cooperate to organize a Japan Investment Promotion Conference in Quang Ninh in the fourth quarter of 2024; and soon implement new development ideas. Quang Ninh is also researching and investing in industrial parks and urban areas specifically for Japanese investors, ensuring the best conditions for sustainable development.
